Average wages in the Russian Federation

There are certain statistics that indicate in what year was the average monthly and average annual earnings of a Russian in the national and foreign most popular currency. Such statistics are needed in order to track the growth of the country's economy and the dynamics of development.

There are data on the average salary in Russia over the years, starting from the time of the Soviet Union and ending with the current year. Such statistics are of interest, first of all, to historians studying chronological aspects of the field of economics, to economists themselves and to potential migrants who are going to earn money in the future in the Russian Federation.

To study this issue in detail, you should inquire about the historical statistics on wages over the past decades and past centuries. And also such data will help employees to approximately calculate pension accruals for the Pension Fund. There are calculation schemes by which you can find out your profit on accruals in the future.

To correctly calculate the coefficient of the average monthly income, you need to calculate the ratio of wages for a specific period of time, for example, for 2001 and 2002 or the last 5 years before January 1, 2002, to the average monthly wages in Russia for the selected period on years. From the above, it becomes clear that the coefficient of the average salary for 30 days is equal to the salary of a person divided by the average salary per month.

Formula: КСЗ = ЗР / ЗП.

The resulting figure is used to calculate the estimated pension, a part of the amount from future payments that are earned for the entire 2002. The estimated pension is equal to the SK, multiplied by KSZ and again multiplied by 1671 - 450. So, it is clear that the higher the average salary ratio, the greater the indicators of calculations in terms of money.

For the majority of residents of Russia for the periods of 2000 and 2001, the size of the average wage is listed in the data of the Pension Fund, and there is no need to prove this in documentary form. When choosing to calculate the coefficient of the average monthly wage for 2000-2001, the KSZ is calculated by dividing the average wage salary for this entire time period by 1,495 rubles - this is the average wage in Russia for the specified number of years.

Formula: KZS = ZR / ZP = ZR / 1495.

Another example, we choose a time interval not for 2000 and 2001, but take an earlier period, in aggregate for the last 5 years (60 months). In this case, a number of such computational actions should be carried out:

  • you must first find out the average wages for a specific period;
  • find statistical data (will be given below) for the specified period on average wages;
  • then we calculate the value of the KZS;
  • during the period of registration of a pension, data on salaries for the last 5 years must be submitted to the branch of the pension fund.

Some notes:

  1. There are limiting amendments created by the PF at the legislative level - the value of the average income ratio cannot be more than 1.2.
  2. For example, supposedly the average salary of an individual in the period from 2000 to 2001 is two and a half thousand rubles, and the employee did not stay in the working conditions of the Far North until the beginning of 2002. Then, if you calculate by the formula, you get - KZS = ZR / ZP = 2500/1495 = 1.67. Taking into account the fact that a person does not have any benefits, the coefficient will automatically drop to the maximum possible value - 1.2.
  3. The second example is based on a coefficient calculation, below the indicator 1.2: if we carry out such calculations, but already with an average wage of 1,000 rubles, it turns out that the coefficient will be equal to 0.67. In this case, the numerical calculations do not change anywhere, but are taken as a basis.
  4. Exceptions for the maximum possible coefficient bar are only for workers staying in the Far North. Depending on the specific area, the maximum value ranges from 1.4 to 1.9.

Rosstat preliminary calculated salaries for all organizations in Russia in 2015. It turned out that the average value of the nominal monthly salary increased by 30% and amounted to 33'981 rubles (the highest salary was recorded in December - 43'408 rubles). At the same time, real wages decreased by 10% in comparison with 2014.

The Far Eastern Federal District became the region with the highest salaries - there the average salary was 42'877 rubles in 2015. The second place is taken by the Central Federal District - 41'848 rubles, the third - the Ural Federal District with a salary of 39'257 rubles.

At the same time, the maximum wages were fixed in Chukotka (78'893 rubles), then in Yugra (77'519 rubles) and the Nenets Autonomous Okrug (70'984 rubles). Moscow salaries averaged only 64'324 rubles.

If, on the basis of the monthly data of Rosstat, we make the arithmetic average annual value for the sectors of the economy, then we will see that the highest paid area is financial activity (average monthly nominal salary - 69'463 rubles), in second place is mining, in third - fishing ( 63'730 and 46'337 rubles, respectively).

Of the above areas, it is important to note that within the extraction of minerals the highest salaries are those involved in the extraction of fuel and energy resources (71'551 rubles), within the processing industries - the production of coke and petroleum products (81'655 rubles). At the same time, their nominal wages increased by 7% and 8%, respectively - that is, higher than the national average.

The indicator of the average wage is a macroeconomic value, which is defined as the arithmetic mean of the wages of a specific group of the working population of the Russian Federation. The average wage in Russia is used to calculate child support. It should also be noted that when calculating this indicator, the government takes into account both very low and very high wages: when calculating a specific amount of alimony, average indicators are beneficial (from the point of view of the payer) for the so-called "rich" regions of the country, but extremely unprofitable for regions "poorer". The specifics of calculating and establishing alimony payments depend on the amount of wages prevailing in the Russian Federation at the beginning of 2015.

When the average wage is taken into account in relation to the calculation of alimony

The average salary for calculating alimony is taken into account in cases where it is necessary to determine the total debt of the payer for alimony payments. So, according to the norms of Article 113 of the Family Code of the Russian Federation, the recovery of alimony payments for previous periods is carried out within three years that preceded the presentation of the recipient of alimony of executive documents to the bailiff service. If, prior to the presentation of such documents to the executive authorities or the magistrate's court, the alimony was not paid through the fault of the payer, then the alimony payments may be recovered for the entire period of non-payment.

As a general rule, the amount of the alimony debt must be determined, taking into account (optional):

  • The amount of the alimony set in the relevant court decision.
  • The amount of alimony payments is determined.
  • Shares of wages and other incomes of the payer for the entire period during which alimony payments were not transferred.
  • Average salary in Russia for the period of collection of alimony arrears.

With regard to alimony, the average wage in Russia is not taken into account in all cases of calculating alimony debt, however, according to statistics, in about 67% of cases. So the average wage is taken into account when, for a certain period of time, the alimony payer does not have documentary evidence of the amount of income received by him, or they were not obtained by official means.

In addition, this method for determining the amount of the alimony debt is used in cases where the debtor, who is an individual entrepreneur, refuses to provide bailiffs with primary financial documentation.

The average salary is also used when determining the amount of alimony: for the entire period during which no alimony payments were made, accruals are made based on the value of the average earnings in force at the moment.

At the same time, from the value of the average salary established by the government, a share determined by the court or alimony agreement is calculated, which must be transferred monthly for the maintenance of the child. After that, the amount of the payment is multiplied by the number of months in the estimated alimony period.

Normative acts when taking into account the indicator of average wages

The basis for accounting for average wages when determining the amount of alimony debt is the following regulatory legal acts:

  • Federal Law "On Enforcement Proceedings" No. 229-FZ dated 02.10.2007. The law, in particular, Article 102 establishes the procedure for the collection of maintenance debt by executive bodies.
  • Family Code of the Russian Federation No. 223-FZ dated December 29, 1995: the main law in Russia governing family relations for the payment of alimony. Thus, Article 113 of the Family Code details the procedure for determining the alimony debt.

If the person obliged to pay child support does not have official income, or does not want to provide the bailiff with data on such income, then this does not mean that you will not have to pay. This also does not mean that the bailiff in such a situation will have difficulties in calculating the alimony arrears.

“.. The amount of the debt on alimony paid for minor children in shares to the debtor's earnings is determined on the basis of the debtor's earnings and other income for the period during which the alimony was not collected. If the debtor did not work during this period or the documents on his income for this period were not submitted, then the alimony debt is determined based on the size of the average wage in the Russian Federation at the time of debt collection. "

The moment of determining the alimony debt

The moment of debt collection is determined by the moment the bailiff-executor issues a resolution on the calculation of the alimony debt.

For example, the obligation to pay alimony based on a court decision arose in December 2014. However, the debtor did not fulfill this obligation. If the bailiff-executor issues a resolution on the calculation of the alimony debt in May 2015, then one should proceed not from the average wage in the Russian Federation as of December 2014 (when the obligation to pay alimony arose) in the amount of 42,136 rubles, but the state of the average salary in the Russian Federation as of May 2015, that is, 34,380 rubles (see the figures below). Note that in this particular example, it turned out that the average monthly salary in the Russian Federation in December 2014 is higher than in May 2015 (although traditionally, due to inflation, there is a reverse dynamics), however, this does not change the above principle of calculating arrears for alimony.

On June 19, 2012, the Federal Bailiff Service of Russia, No. 01-16, approved "Methodological recommendations on the procedure for fulfilling the requirements of executive documents on the recovery of alimony" (hereinafter - Methodological recommendations).

We do not deduct personal income tax from the average salary in the Russian Federation

When calculating the amount of alimony arrears based on the size of the average salary in the Russian Federation, personal income tax in the amount of 13% is not subject to withholding, since the size of the average wage in the Russian Federation, calculated by the Federal State Statistics Service, is not the real income of the debtor.

The bailiff calculates alimony arrears once a quarter!

As part of the enforcement proceedings on the recovery of alimony, the bailiff must calculate the alimony debt at a frequency of at least once a quarter and issue an appropriate resolution.

In case of disagreement with the amount of the alimony debt determined by the bailiff-executor, any of the parties whose interests are violated may appeal against the actions of the bailiff-executor in the manner prescribed by the current legislation.

Where does the bailiff get information about the average salary in the Russian Federation?

Methodological recommendations allow the bailiff to obtain information on the average salary in the Russian Federation, including data from the official website of the Federal State Statistics Service of the Russian Federation:

"Information on the amount of average wages to the territorial bodies of the FSSP of Russia should be requested on a monthly basis from the bodies of the Federal State Statistics Service (Rosstat) and sent to structural divisions for use in work. If necessary, relevant information can be obtained in information and legal systems or on the official website of Rosstat ".

Where can I see the data of the Federal State Statistics Service of the Russian Federation on the average monthly wage?

On the website of the Federal State Statistics Service of the Russian Federation (http://www.gks.ru) you can see data on the average monthly nominal accrued wages of employees for the full range of organizations in the economy of the Russian Federation as a whole.

According to Rosstat, for example, in 2014, the average monthly nominal accrued wages of employees across a full range of organizations in the Russian economy as a whole in 2014 amounted to 32,495 rubles.

At the same time, the average monthly salary of citizens, according to Rosstat, was:

To assess the state of the economy and the well-being of the population, macroeconomic indicators are calculated. The average salary in the country is one of the most significant baseline indicators. The procedure for determining the SRR is approved by the international labor organization. In Russia, as in other countries, the average salary is calculated in accordance with legislative acts.

Statistical bodies collect information from all organizations, enterprises, companies, departments through reporting forms containing information on the wage fund and the number of employees. Average national income is determined for a calendar year, and monthly data are used for interim calculations.

Average salary in Russia in 2015

The Statistical Service predicted an increase in the average wages in 2015 to 75,000 rubles. According to official data posted on the website, the situation in January-February 2015 is slightly different from the same period last year. The average monthly salary increased by 5-7%, reaching 31325 rubles.

Below is information broken down by type of economic activity. As you can see on the graph, the leading position for the extraction of fuel and energy resources, the production of petroleum products, the financial sector and scientific research. Salaries in these industries remain high, maintaining the trend of previous annual periods.

Average salary by region

The Crimean Federal District with an average salary of 19,049 rubles became an outspoken outsider among Russian subjects in the first months of 2015. The first lines are given to three districts - Far East, Central, Ural. The Siberian Federal District is slightly behind the leaders. A detailed examination reveals the superiority of these districts due to the high average wages in certain autonomous districts and regions. So, in the Far Eastern District, the Chukotka Authorship stands out. district with an average monthly salary (as of February 2015) - 77003 rubles, in the Ural region - Yamalo-Nenets auth. District from 71,151 rubles, in Central - Moscow from 60322 rubles.
