Salaries of civilians in the national guard year. How pensions are calculated for employees of the Russian Guard and what is the procedure for calculating accruals, latest news. Selection criteria for the National Guard

The National Guard of Russia, created in April 2016 on the initiative of President Vladimir Vladimirovich Putin, has already become a revolutionary step for the country in the context of its development. The Federal Service of the National Guard Troops of the Russian Federation is also abbreviated as the Russian Guard. This newly created and absolutely new service, which had no analogues in Russia until today, is a federal executive body.

On the day of the announcement of the creation of the Russian Guard - April 5 - this news became one of the most discussed on the Web. Most Internet users, including not only residents of the Russian Federation, but also neighboring countries, learned on the same day that the new service was created on the basis of the Ministry of Internal Affairs, and Viktor Zolotov became its head. Today, after a month from that moment, almost all the details have become known regarding the appointment of the National Guard troops and its main tasks, composition, necessity, etc. Below we will consider in detail each of these points.

Tasks

The National Guard of Russia, starting in 2016, will perform a huge amount of work. A wide range of tasks that Vladimir Putin has awarded to a completely new body, first of all, boils down to ensuring the safety of the country's citizens in peacetime.

The most important task of the Russian Guard is to ensure the security of Russia, the fight against terrorism and extremism at the stage of its inception. Thus, the president believes that the National Guard will be able to fight all types of crimes and prevent their occurrence.

The next task of the federal executive body of the Russian Federation is the development of state policy along with its subsequent implementation. The regulation of Russia's state policy implies not only a plan for the creation and leadership of the National Guard troops, but also for the circulation of weapons on the territory of the country and abroad (if it concerns it and threatens to violate its sovereignty), to control the creation of private security companies (private security companies) and their activities to control non-departmental security (PBO).

The tasks of the National Guard of the Russian Federation from 2016 will include ensuring public order and protecting strategic state facilities. The troops of the National Guard will have to ensure public order always and where it is necessary in the first place (for example, during an ongoing protest action). The protection of a state facility by the National Guard troops and cargo located on its territory is discussed in advance by government agencies, after which the approval procedure takes place.

Compound

The National Guard of Russia was created on the basis of the Ministry of Internal Affairs. The internal troops of the Ministry of Internal Affairs of Russia have existed since 1992. Since 2016, they have been replaced by the Russian Guard. By a decree of President Putin dated April 5 this year, the President of the Russian Federation was appointed head of the National Guard, and the post of director of the federal executive body was this moment Time is occupied by General of the Army Viktor Zolotov. Zolotov received the rank of general a year earlier by decree of the President.

Viktor Zolotov in the past was the head of Vladimir Putin's personal bodyguard, whom they met while serving in the KGB. Thus, for 13 years, from 2000 to 2013, Zolotov was the head of the presidential security service.

In addition to the Ministry of Internal Affairs, whose troops entered the National Guard in 2016, it includes the following units: SOBR and OMON. The number of the last two divisions is 5,200 and 40,000 people, respectively. 350,000 people - the number of units of the Ministry of Internal Affairs, whose tasks include control over the circulation of weapons, security activities and PBO. Another 1,200 people from the so-called Kadyrov special unit are also part of the Russian Guard. In total, including also the rapid reaction forces, and aviation units, and the Federal State Unitary Enterprise Okhrana, the strength of the National Guard is about 450,000 people.

A little over 1 million people former employees MIA. The lion's share of them (more than 975,000) are police officers. About 60-odd thousand people together (about 30,000 from each) from the Federal Drug Control Service and the FMS have now come under the control of the Russian Guard. As can be seen, the total strength of the National Guard Russian Federation for 2016 is about 1.5 million people.

Budget

For the National Guard of Russia, according to experts, at the end of 2016 they will present completely new form. At the same time, by January 1, 2017, based on the decree of President Putin, new models of service certificates will be developed. Also, from the beginning of next year, the Russian Guard will be able to boast of its own forms, seals and stamps.

All the same experts insist that for the development of uniforms, certificates and seals, their implementation and provision of each employee with them, it will be necessary to allocate from federal budget about 2.5 billion rubles. They do not believe that, as indicated in the addendum to the adopted draft law on the creation of the National Guard, the maintenance of the federal executive body will not require assistance in the form of additional funds from the budget. Experts cite as an example the recent renaming of the militia into the police, which cost the state just over 1 billion rubles.

Need

Replacement of employees internal troops The Ministry of Internal Affairs for the National Guardsmen is intended not only to change the name and thus improve the image of the latter. According to experts and people close to the National Guard, such a step will help optimize the existing staff. It follows from this that in the near future, until January 1, 2017, attempts will be made to reduce the current staff of employees who obey the orders of the heads of a particular body.

It can even be assumed that after future cuts, the number of National Guardsmen will be reduced from 1.5 million to 1 million. As in the case of replacing the militia with the police, all steps will be taken in an unhurried manner within a certain period of time, pre-decided and specified by the President.

Salary

For now it remains open question on the remuneration of the fighters of the National Guard of the Russian Federation in 2016-2017. The salary in the National Guard of Russia in 2016, according to experts, will remain at the same level. For a single employee of a particular body, it is different, so it makes no sense to talk about any fixed value.

It is quite possible that from January 1, 2017, when all the reforms proposed at the moment come into force, in particular, when the staff of the National Guardsmen is optimized, wage number of employees of the Russian Guard can be increased in accordance with the adopted resolution of the President. Experts say that this could be an increase of 10-25% from today's figures.

What do the National Guard and the FSB have in common?

The head of the FSB, as you know, is subordinate only to the President of the Russian Federation. At the same time appoint a leader Federal Service only the President of the Russian Federation is entitled to security. It is on this principle that the activities of the National Guard of Russia will be organized.

Vladimir Vladimirovich Putin as President of Russia this moment able to appoint the head of the National Guard, who will be directly subordinate to his orders. Viktor Zolotov, army general and director of the Russian Guard, controls the work of the National Guard and manages his subordinates, but at the same time he cannot make those decisions that are impossible without the appropriate confirmation of the President of the Russian Federation.

The document consists of two parts, the first of which establishes the salaries for those who pass military service by contract, and in the second - by conscription. Naturally, the service of contract servicemen is planned to be paid much higher than that of conscripts.

For example, shooters, grenade thrower assistants and camouflagemen serving under a contract will receive, according to the document, 10,000 rubles a month, and upon conscription - 1,000 rubles. The foreman of a battalion, division, company or battery, as well as the head of the guard, who are contract soldiers, will receive 10 times more conscripts: 18 thousand against 1800 rubles.

Earlier it was reported that the salary for the post of commander-in-chief of the new structure, to whom Viktor Zolotov was appointed, will amount to 54 thousand rubles a month. The deputy "chief guard" is expected to receive a salary of 52.8 thousand rubles. 50.4 thousand will earn the first deputy chief of the General Staff of the troops of the National Guard.

The least will be received by cadets of higher educational institutions of the Russian Guard - 8.4 thousand rubles, as well as soldiers and sailors serving under the contract - 12 thousand rubles.

It should be clarified that these are only official salaries. At the same time, the National Guard, like other law enforcement agencies, provides for payments for military rank and length of service, as well as various bonuses for secrecy and others. We should also not forget about bonuses, both quarterly and on the occasion of a professional holiday, and, finally, about payments at the end of the year, carried out at the expense of savings.

It is understood that the funds for the salaries of the guardsmen will be redistributed from the budget of the Ministry of Internal Affairs. After all, it is from the police, along with people, that some financial flows will be redirected to the National Guard.

Recall that in April of this year, Russian President Vladimir Putin announced the creation of a national guard on the basis of the internal troops of the Ministry of Internal Affairs.

At the same time, the Federal Drug Control Service and the FMS were liquidated, and their functions were transferred to the Ministry of Internal Affairs. The National Guard is entrusted with the fight against terrorism and organized crime, ensuring the legal regimes of the state of emergency and the counter-terrorist operation, guarding important state facilities and special cargo, and assisting the FSB in protecting the state border. Also, the guard will control private security activities and the circulation of weapons in the country.

The ranks of the Russian Guard, in addition to the internal troops of the Ministry of Internal Affairs, in full force included detachments of special forces SOBR and OMON, as well as aviation units of the Ministry of Internal Affairs.

The number of the new structure after the completion of all organizational and regular activities will reach more than 340 thousand people. True, this figure includes civilian personnel.

More than five years ago, the reform of the Ministry of Internal Affairs began. The most unusual side of this reform was the renaming of policemen, familiar and almost native to the entire population, into incomprehensible and terrible policemen. This renaming itself assumed a global reform of the entire huge and clumsy machine of the Ministry of Internal Affairs.

The "renewed" ranks of law enforcement fighters began to be accepted only through strict attestation, which includes a set of measures that are not clear to everyone. What, for example, can tell a psychologist about his iron nerves, amazing calmness and constant feeling the joys of life of an employee who for twenty years has seen nothing but murder, violence, dirt, drunkenness and rags. What kind of emotional conversation with a psychologist can we talk about. The psychologist of an employee who works on the "ground" and daily rakes life's garbage will not understand. However, the psychologist of the employee will not understand. So that psychological tests not all former policemen and future policemen went smoothly and successfully.

But now, the police corps has been formed and everyone is waiting in the new structure for new salaries. But over time, employees began to understand that only the name had changed, but the essence remained the same. And salaries "at times" did not increase at all. And the optimization of the structure only led to a significant increase in the workload, but not an increase in salaries. Alas, the salary of police officers has long been standing still.

The reform of the Ministry of Internal Affairs of Russia in 2016/2017 affects important aspects work of the department, the main of which is the size of the salaries of employees, the amount of pensions, raising the retirement age and reducing the number of employees of departments. According to the Decree of the President, in 2017 the number of employees of the Ministry of Internal Affairs should be no more than 904,871 people. To date, there are 1,003,772 units in the "bodies", thus, during the entire period of the reform, about 100 thousand workers fall under the reduction. The reduction of the Ministry of Internal Affairs in 2017 will begin as early as October 2016, which is confirmed by the Decree of the President of the Russian Federation of September 20, 2016 No. 480 “On the amendment and invalidation of certain acts of the President of the Russian Federation”.

On October 1, 2017, the reform comes into force, and special commissions have already been created for its implementation. The number of staff units to be reduced is quite large, but the reform does not affect some regions at all. These include the remote Yamalo-Nenets and Chukotka districts, a new republic within Russia - Crimea. The main percentage of cuts in the Ministry of Internal Affairs in 2017 will fall on management structures.

Operatives, employees of the teaching staff, and district police officers will practically not be made redundant. It is worth noting that today there are a number of vacancies in the Ministry of Internal Affairs, which are canceled automatically during the reform. Their number is estimated at 20 thousand units.

The salary of police officers and non-commissioned officers.

  • Police officers with five years of experience receive about 25,000 rubles a month;
  • With a ten-year-old - 28,000 rubles per month;
  • If the length of service is at least 15 years - 30,000 rubles per month.
  • Employees with junior officer ranks and work experience of at least five years - 32,000 rubles per month;
  • Police major with fifteen years of experience - 39,000 - 44,000 rubles per month.

Cash allowances:

  • for work with secret documents (for operational workers it is quite solid, for district inspectors it is insignificant),
  • for the complexity and intensity of the activity,
  • financial assistance, various bonuses.

There is also a 10% Moscow salary supplement.

At the moment, the following benefits have been canceled for police officers: “13” salary has been cut; liquidated compensation for payment for attending kindergartens; refund canceled Money for transportation railways; receiving financial assistance maybe once a year.

Police salary increase in 2017

According to the latest, officially presented, statistics, the salary of police officers in 2017 in the ordinary rank will remain at the level of 25 thousand rubles. The greater concern of employees in 2017 will not be caused by the financial side of the work, but by the possibility of being laid off due to a new wave of structure optimization. In addition, the conditions for obtaining an officer rank have become more complicated, which now requires a university diploma in the specialty.

What does the 2017, 2018, 2019 budget provide for? for the police salary.

The budget allocations for the implementation of the state program “Ensuring public order and combating crime”, provided for in the draft law, will amount to 634,102.3 million rubles in 2017, 631,119.9 million rubles in 2018, and 628,915 million in 2019, 9 million rubles.

In the draft law, budget allocations for the implementation of the state program "Ensuring public order and combating crime" in 2017, compared with the level of 2016, were reduced by 172,235.4 million rubles, in 2018, compared with the level of 2017, by 2,982.3 million rubles, in 2019 compared to the level of 2018 by 2,204.0 million rubles.

The most significant influence on the dynamics of parameters resource provision of the state program compared to the previous year provided:

  • the transformation of the internal troops of the Ministry of Internal Affairs of Russia into the troops of the National Guard of the Russian Federation and the exclusion of budgetary appropriations for ensuring the performance of its functions from the state program (in 2017-2019, they were taken into account in the non-program part of the federal budget expenditures);
  • Budget allocations for the implementation of the subprograms "Ensuring the implementation of the state program of the Russian Federation "Ensuring public order and combating crime" and "Implementation of powers in the field of internal affairs" in 2017 were reduced by 48,715.0 million rubles and 126,010.3 million rubles, respectively in connection with: the transformation of the internal troops of the Ministry of Internal Affairs of Russia into the troops of the National Guard of the Russian Federation, the formation of the Russian Guard in accordance with Decree of the President of the Russian Federation of April 5, 2016 No. 157 "Issues of the Federal Service of the National Guard Troops of the Russian Federation" and the exclusion of budget allocations to ensure the implementation functions of the specified service from the subprograms (in 2017-2019, they were taken into account in the non-program part of the federal budget expenditures);
  • the transfer of functions and powers, the staffing of the abolished Federal Drug Control Service of Russia and the Federal Migration Service of Russia (with a reduction of the latter by 30%) in accordance with Decree of the President of the Russian Federation dated April 5, 2016 No. 156 “On improving government controlled in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the field of migration "and taking into account the relevant budget allocations as part of these subprograms (in Federal Law No. drugs").

Budget allocations for the section " National security and law enforcement» in 2017 will amount to 1,943,118.1 million rubles, in 2018 - 1,879,794.7 million rubles, and in 2019 - 1,892,205.1 million rubles.

The share in the total volume of federal budget expenditures under the section "National Security and Law Enforcement" in 2017 compared to 2016 (11.8%) will increase and amount to 12.0%, in 2018 it will decrease and amount to 11.7%, in 2019 will not change and will be 11.8%.

The profile committees in the State Duma believe that, on the whole, the decisions adopted in accordance with federal laws public obligations in the social sphere, balanced distribution of budgetary funds for pension provision persons who have served in the military and in the internal affairs bodies.

As for the indexation of police salaries in 2017, 2018 and 2019, the draft law prepared by the Ministry of Finance excludes the mention of mandatory annual indexation on the amount of inflation in official salaries of judges, assistants to State Duma deputies and senators, federal and regional civil servants, police officers, employees of the Federal Penitentiary Service, as well as salaries for military positions and ranks, follows from the text of the document that RBC has.

The current norms of profile laws provide for an annual increase in these salaries by the amount of inflation for the previous year or taking inflation into account when determining the amount of indexation. Now it is proposed to determine the increase in the salaries of all these employees annually by the budget law - without taking into account inflation, follows from the text of the bill.

How are police officers paid in the US?

The profession of law enforcement officers in the United States is one of the highest paid. According to data for 2016, the salary of a policeman ranges from $40,000 to $70,000 per year, translated into our rubles - 216,000 rubles - 379,000 rubles per month. This is the base salary plus overtime and bonuses.

The question of wages among state employees is always relevant. And about whether there will be an increase in salaries for employees of the Russian Guard in 2017-2018, I want to know both the servicemen themselves and their families.

In 2016, a new power structure was created in Russia - the National Guard. The task of the new formation is to counter the growing crime: terrorism, separatism, extremism. It should include military personnel, employees of the Ministry of Internal Affairs and other security services. Accordingly, it is assumed that the remuneration of professionals who choose to work in the National Guard will be higher than in similar departments.

Defined and new professional holiday in honor of the employees of the new formation. Day of the National Guard of Russia is now celebrated on March 27.

Three stages of the formation of the National Guard

According to the plan, the formation of the National Guard will take place in three stages. The first one ended on December 31, 2016. The first stage included the formation of the central apparatus, the creation of territorial branches and the transfer of personnel. In general terms, the legal and normative base, according to which the new service should function.

The second stage should end on August 31, 2017. During this period, the regulatory framework will be refined, the exact task of the service will be formed, and the personnel of the Russian Guard will be staffed.

The third stage will be the final one. It will end on January 31, 2018. The tasks of the third stage are the final formation of the numerical and operational composition of the guard, the organization of the performance of combat missions in overall structure and the most important! - transfer of OMON and SOBR to a contract basis.

Monetary allowance of employees of the National Guard in 2018

As in every state industry, the issue of wages in the National Guard is one of the most burning issues. Service in the National Guard is quite promising. Today, the average salary of employees is 20-25,000 rubles for enlisted personnel and about 45,000 rubles for officers. The salary depends not only on the qualifications and duration of work in law enforcement agencies, but also on the region - the base salary is formed at the level of the local budget.

What is the salary of the National Guard of?

Like most military personnel, the salary of the National Guard consists of several components:

  • Salary. This amount depends on the rank and position;
  • Prize. In the absence of complaints within a fixed period, the bonus can be up to 25% of the salary;
  • Allowances. A kind of compensation for hard service;
  • Merit payments. In the presence of awards, any specific merits, this part of the salary can reach 40% of the salary.

Indexing

Why did you start talking about increasing the salaries of employees, after all, the Russian Guard was formed a little over a year ago? It's all about indexing.

As you know, according to the law, all civil servants must index wages, that is, raise salaries in order to level the impact of inflation. The increase coefficient is calculated by government economists using a rather complicated formula, but the meaning is very simple: the higher the annual inflation in the country, the greater the salary increase for the next calendar year.

With the creation of the National Guard, employees of law enforcement agencies were initially transferred to the new unit in the vast majority with old salaries. And these amounts were far from sufficient. After all, the military personnel who made up the “backbone” of the National Guard at the time of its formation have not had wages indexed since 2012. The reason is the moratorium imposed by the government on increasing wages for the military. In 2018, the moratorium expires, which means that indexation will be carried out again. In relation to 2012, wages in 2018 should increase by one and a half times - the total indexation coefficient is 1.5. How likely such an increase is is not yet known.

The ambiguity with the exact amount of wages is also introduced by the new staffing table - for the Russian Guard, their own regulations. The base salary will depend on the region where the employee is serving. The new director of the National Guard promises that in the end, ordinary employees will receive from 100,000 rubles; the salary of officers will be at least 150,000 rubles.

Privilege of the National Guard: providing housing

Another additional plus, which may turn out to be a determining factor for many entering the Russian Guard, is that the formation’s employees can count on public housing. Corresponding amendments to the legislation have already been made.

The situation is as follows: the National Guard includes not only the military, who are entitled to housing by law, but also employees of other law enforcement agencies - private security, OMON, SOBR. And police officers, as you know, cannot apply for an apartment from the state. Now, with the transfer of these units to the National Guard, all employees will be given the opportunity to take advantage of those privileges that were previously available only to the military. These are NIS - the savings mortgage system - and housing subsidies. Thus, the state expects to provide all employees with personal housing.

The question of how much contract servicemen in the Russian Armed Forces receive depends on length of service and military rank.

Attention! From October 01, 2019, military salaries for the position held and military rank. You can get acquainted with them in a separate article:

A foreman who has served from 15 to 20 years can count on a salary of 55,000 rubles or more.

Table of how much contractors earn in Russia in 2019

Bonuses are paid monthly for length of service, for working with materials that are state secrets, for tension and a special work regime, for class qualifications and leadership of subunits and units. Also paid at the end of the year allowance as

How much do contractors in hot spots get paid

The question of how much a contract soldier earns in a war zone depends on the region and conditions of service. Previously, the largest salary was for those fighting in Chechnya. Now . For service in hot spots, allowances are made annually.

For the majority of military personnel, the salary becomes attractive, much higher than in peacetime. In addition, when serving in such places, 1 year is counted as 1.5 (having started service at the age of 21, you can retire after 13 years (at the age of 34-35) and receive enough).

Benefits

1. Employees in the ranks are provided with housing (if any) or receive an amount sufficient to rent it. After signing the second contract, the military gets the right to take advantage of the mortgage system to buy their own housing.

2. The right to non-competitive admission to higher educational establishments, free training in courses before admission.

3. The right to free treatment and rehabilitation measures in hospitals and other military medical institutions.

4. Free travel by transport: on business trips, to the place of service and rest (once a year, there and back).

5. Having more than 20 years of service, a contractor is entitled to a pension from the age of 45.

6. In case of death during the performance of official duties (regardless of whether in hot spots or in peacetime), the family is paid an amount of 3 million rubles. Upon dismissal from the army due to a military injury, a contract soldier (sergeant, officer or private) receives an amount in the range of 2 million rubles.

Where to start to become a contractor?

In order to become a contract soldier, you need to serve on conscription.

Twice a year it is made for military service. While some young people are trying by hook or by crook to avoid conscription, others, driven by patriotism, a desire to gain invaluable experience, or simply wanting to earn extra money, decide to become a contract soldier in the Russian army.

In order to join the army, you must first collect a package of documents, which includes:

Passport of a citizen of the Russian Federation;

Military ID (if any);

Photos (3x4, 2 pieces);

Documents about education.

How much and what documents will be needed additionally will be indicated in. Candidate information is collected over a period of time.

A future contract soldier must be well prepared physically, undergo a medical examination by a number of specialists, and also meet certain professional and psychological requirements necessary for work in a particular specialty. In addition, a prerequisite for applicants for contract work in the Russian army is the absence of a criminal record and any other claims from the law.

The medical commission at the recruiting station, located at the place of residence or registration, comprehensively assesses the suitability for health and the level of mental stability. According to this parameter, the future contractor can be assigned to one of 4 groups. The first two practically guarantee work in the Russian army, the third group does not give any guarantees, and being in the fourth group will close the doors to the Russian troops.

If all stages are successfully completed, professional selection will follow in the conclusion. The decision on employment in the ranks of the Russian Armed Forces takes a certain period of time. How? Usually around half a month: during this time, the military registration and enlistment office will carry out all mandatory checks, draw up a personal file, determine belonging to a certain branch of the military, place of deployment and date of arrival at work.

How to get the ranks of a contractor

All candidates for contract service who have complete secondary and completed higher education can apply for command positions. People with a secondary special, vocational education can work as an ensign, but in order to become an officer, you will need a university education and special training.

Contractor without higher education may have the prospect of becoming an officer in the Russian army if the soldier:

1. completed courses for junior officers;

2. entered to work in a position, the staff list for which provides for an officer's rank;

3. was appointed to a position for which, according to staffing an officer's rank is provided;

4. graduated from military training and passed all the necessary exams and tests;

5. works in important military and government departments of Russia after special training.

The contract is signed on the one hand with a reserve serviceman (mandatory military service, the age limit is no more than 40 years, but there are exceptions for professionals with a specialty attractive to the army) and the commander of a military unit on the other hand.

Initially, contractors are recruited with a 3-month probationary period. The first contract, as a rule, is concluded for a period of 3 years, regardless of the rank of a soldier: private, sergeant, or officer. If at the end of this period a person decides to continue serving in the Russian army, then the contract can be extended at the request of the serviceman for 1, 3, 5 or 10 years.

In Russia, these may be parts of the Ministry of Internal Affairs, the Ministry of Defense, border troops, FSB. Contract terms vary. Become a soldier ground forces it is possible for up to 5 years, in units taking part in active hostilities - from 1 to 3 years.

Preferably, contracts are concluded with volunteers who have served in the army and have experience in military affairs: after all, there is a difference between a regular officer who has special education and skills, and a conscript soldier (who, by the way, can write a report on the conclusion of a contract after 11 months of military service).

Higher pay for the work of officers with special knowledge and experience. At present, in addition to Russians, citizens of other CIS states and neighboring countries also serve in the contract army of Russia. After 3 years of service, non-Russians acquire the opportunity in a simplified form to become a citizen of the Russian Federation.
