Vocational training for the unemployed

In a number of cases, the most effective form of assistance to unemployed citizens from the state is the organization of their vocational training: vocational training, advanced training and retraining.

The point is that there are different types of unemployment. In particular, a distinction is made between frictional and structural unemployment. Frictional unemployment appears in the form of temporary loss of work, including a change of place of work, the search for a higher paid, with better working conditions, etc. This type of unemployment is usually associated with the movement of labor from one enterprise to another, from one region to another. Frictional unemployment is due to technical imperfections in the labor market, lack of information on available vacancies, and the discrepancy between the available labor force and available jobs.

Structural unemployment is caused by the mismatch between the structure of the labor force and the structure of jobs, resulting from structural changes in the economy. Such changes lead to the fact that demand for some professions decreases sharply or disappears altogether, while for others - including new ones that did not exist before - it increases.

The difference between frictional and structural unemployment is significant. If in conditions of frictional unemployment the unemployed have skills that they can "sell" when hiring, then in conditions of structural unemployment the unemployed cannot get a job - even if there are free jobs - without additional training, retraining, and advanced training. In these conditions, such a component of the state employment policy as the organization of vocational training for the unemployed comes to the fore.

vocational training problem of unemployed is relevant in cases where the unemployed are citizens who do not have a profession, or citizens who, due to any reason - for example, for health reasons - have lost the ability to perform work on the same profession (specialty).

In all these cases, the purpose of vocational training for the unemployed, organized by the employment service, is to increase the competitiveness of citizens in the labor market, increase their opportunities in finding a decently paid job (or profitable employment). Naturally, for this, training should be carried out in professions (specialties) that are in demand on the labor market.

A feature of the professional training of the unemployed, organized by employment agencies, is that it usually is intense and short - in most cases it should not exceed six months, in some cases - to one year. It is not allowed for unemployed citizens to receive a second higher or secondary vocational education in the direction of the employment service.

The main types of training for unemployed citizens are:

  • professional training in order to accelerate the acquisition by students of the skills necessary to perform a specific job, a group of jobs;
  • retraining of workers to acquire new professions for work (profitable occupation) in these professions;
  • training of workers with professions in second professions to expand their professional profile and obtain opportunities for work (profitable employment) in combined professions;
  • improving the qualifications of workers with the aim of updating knowledge, skills and abilities, increasing professional skills and increasing competitiveness in their professions, as well as studying new equipment, technology and other issues in the profile of professional activity;
  • professional retraining of specialists to obtain additional knowledge, skills and abilities in educational programs that provide for the study of certain disciplines, sections of science, technology and technology necessary to perform a new type of professional activity, as well as obtaining a new qualification within the existing direction of training (specialty);
  • professional development of specialists in order to update theoretical and practical knowledge in connection with the increased requirements for the level of qualifications and the need to master new ways of solving professional problems;
  • training of specialists for the formation and consolidation in practice of theoretical knowledge, abilities and skills, the acquisition of professional and organizational qualities for the performance of professional duties. (An internship can be either an independent type of study, or one of the sections of the curriculum.)

Professional training, advanced training and retraining of unemployed citizens is carried out both in the training centers of the employment services, and - in accordance with contracts concluded by the employment services - in educational institutions of vocational and additional education.

Citizens undergoing vocational training in the direction of the employment service are paid a scholarship, the amount of which varies depending on the category of unemployed.

Vocational training is a support that the state cannot provide to all unemployed people. Unemployed persons with disabilities, unemployed citizens after a six-month period of unemployment, citizens dismissed from military service, wives (husbands) of military personnel and citizens dismissed from military service, graduates of educational institutions, as well as citizens who are looking for a job for the first time (who have not previously worked), who do not have a profession (specialty).

In 2015, the Moscow Department of Labor and Employment merged with the Department of Social Protection of the Population. At the moment, the Department of Labor and Social Protection of the Population of Moscow consists of two subordinate institutions:

1. State Treasury Institution "Employment Center of the Moscow City".

2. State treasury institution "Youth Employment Center of Moscow".

Today, there are 53 employment departments in 11 administrative districts of the capital.

  • obtaining a qualified profession;
  • the availability of special programs for those who have previously served a sentence in prison;

Among the negative points:

  • the specialty chosen in the list of courses, most often you will need to wait;
  • the training program is not always the newest and most relevant;
  • there is a rule about deregistering in the central store after two refusals from the recommended work.

The employment service provides not only work for people, but also training. If your profession is not very popular, then you can master a new one. Usually such centers offer several specialties, from which you can choose the one that suits you. Training from the employment center allows you to get a document with which you can.
