ON THE APPROVAL OF THE METHODOLOGICAL INSTRUCTIONS FOR THE DRAFTING OF LOCAL INSTRUCTIONS FOR THE OPERATION OF THE RAILWAY CROSSING

In order to improve and ensure the unity of the organizational and functional structure of operational documentation on the railways - branches of Russian Railways:
1. The heads of the involved departments, branches and other structural divisions of JSC "Russian Railways", the heads of the railways, to put into effect the attached methodological instructions from December 1, 2007.
2. The heads of the involved services of the railways and regional communication centers shall, by May 1, 2008, organize the re-compilation of local instructions for railway crossings, taking into account these methodological instructions.
3. With the introduction of these guidelines, the guidelines for the preparation of local instructions for the operation of crossings, approved on October 13, 1998 N TsShTs 37/124, shall be considered invalid.

INSTRUCTIONS
ON THE DRAFTING OF LOCAL INSTRUCTIONS FOR THE OPERATION OF THE RAILWAY CROSSING IN THE PART OF DESCRIPTION OF THE AVAILABILITY AND PROCEDURE OF USE OF CONTROL AND COMMUNICATION DEVICES

1. General Provisions.

1.1. These guidelines establish uniform requirements for the structure and content of the local operating instructions for a railway crossing served by a duty officer (hereinafter referred to as local instructions) in terms of describing the presence and procedure for using signaling and communication devices in accordance with the requirements of cl. 3, 4, 5 and 11 of Appendix 4 "Instructions for the operation of railway crossings of the Ministry of Railways of Russia" dated 09.15.98 N TsP / 566.
Local instructions for unattended crossings located on the stretch are not drawn up. All the necessary information about the availability and procedure for using signaling devices at such crossings is set out in the "Instructions on the procedure for using signaling devices" at stations that limit this crossing. A local instruction for level crossings unattended by a duty employee is drawn up only if the crossing is located on the station's access roads and the crossing signaling is controlled by a compiling or locomotive brigade or when servicing the level crossing located in the station and serviced by workers of the transportation facility.
1.2. When compiling a local instruction on the operation of a level crossing, one should be guided by the Rules for the Technical Operation of Railways of the Russian Federation, the Operating Instructions for Level Crossings of the Ministry of Railways of Russia, technical documentation for the level crossing, orders and orders of Russian Railways and the railway governing the operation of level crossings, as well as these methodological instructions.
1.3. The local operating instructions for the level crossing must contain the information necessary for the person on duty on the crossing about all the technical devices in use at the level crossing, determine the procedure for using these devices and reflect the safety issues of equipment, including control panels, seals on control panel buttons and barbels, acoustic signaling devices, devices communications, etc.).
1.4. Local instructions and additions to it are drawn up and submitted for approval by the management of the track distance. The leaders of the signaling, centralization and blocking distances (hereinafter referred to as the signaling and interlocking distance), power supply and the regional communication center, when drawing up local instructions, present a description of the procedure for using technical crossing devices in accordance with the approved boundaries of their maintenance and repair, give timely information about the need to make changes to it before changes in technical means.
When a regulated crossing is located, both serviced and unattended by an employee on duty, within the boundaries of the station and at areas of approach (removal) or when servicing the crossing by employees of the transportation service, the local instruction is drawn up with the participation of the station manager. The order of actions of the station attendant when passing through such a crossing of trains and vehicles must be given at the TPA station.
1.5. The local operating instructions for the crossing are coordinated with the heads of stations involved, the heads of the signaling and power supply distances, the regional communication center, the heads of the track departments, power supply, transportation, the chief auditor of the railway department for traffic safety and is approved by the management of the railway department. In the absence of road sections in the railway, the local instruction is coordinated with the services of the track, automation and telemechanics, power supply, communications and computers, transportation, the chief inspector of the railway for traffic safety and is approved by the management of the railway.
1.6. The procedure for storing, updating, and reproducing the local operating instructions for the level crossing is established by the head of the track. Copies of the local instructions should be at the crossing itself, in the distance of the way. Copies of the instructions should be at the signaling and power supply distances, at the regional communication center and, when a crossing is located within the station, at the station duty officer. When a crossing is served by a duty officer on the stretch, the local instructions for such a crossing should be at both stations located on the border of the stretch. Copies of local instructions are provided by the head of the track.
1.7. An annual check of the local operating instructions for the crossing for compliance with the current devices as of January 1 of each year is carried out: from the distance of the signaling center - the senior electromechanic of the corresponding section, from the power supply distance - the electromechanic of the corresponding section, from the regional communication center - the senior electromechanic, from the distance of the path - the road foreman, from the transportation service - the head of the corresponding station.
1.8. When changes are made to local instructions, the relevant clauses may be corrected, deleted or replaced with new ones. The text of the approved changes or additions (indicating the position and surname of the person who approved these changes or additions and the date of approval) must be attached to all copies of the local instructions for this move by the employee of the track distance.

2. Requirements for the content of sections of the local instructions regarding the procedure for using signaling devices

2.1. In the "Introduction" section, according to Appendix 2 of Instruction CPU / 566, the main characteristics of the move are given:
- names of crossed paths;
- the length of the crossing;
- a list of barriers used at the crossing (type, name, place of installation, normal position);
- the purpose and type of crossing signaling (APS) used for road vehicles and pedestrians;
- purpose and type of crossing barriers (UZP);
- places of installation of obstruction traffic lights;
- places of installation of crossing traffic lights for vehicles;
- train speeds, estimated and actual lengths of sections approaching the crossing, including for movement on the wrong track;
- places of installation of acoustic signaling devices;
- purpose, type and place of installation of communication and radio communication devices;
- as well as other parameters at the discretion of other services.
2.2. In the section "Crossing signaling operation", in accordance with clause 4 of Appendix 4 to the CPU / 566 instruction, the following information should be reflected:
2.2.1. The procedure for the operation of the crossing signaling during the normal movement of trains and the proper operation of the crossing automation is given: from turning on the alarm after the train enters one of the approach sections, fencing the crossing from the side of the road with barriers and crossing traffic lights, closing the crossing with additional means until the crossing is completely free, indicating all standardized time parameters.
2.2.2. A description of the purpose and normal position of the buttons located on the control panels and the state of the control lamps (LEDs) is given, the sealed buttons are listed. The names of buttons and lamps (LEDs) in the text of the local instructions must correspond to the working draft and the names (inscriptions) on the control panels;
2.2.3. The order of actions of the moving officer is indicated:
- when organizing the passage of vehicles through the crossing with the signaling devices working properly,
- in case of failure of individual control elements (buttons) and indications (bulbs or LEDs);
- when the seals are torn off the sealed buttons and the order of their sealing;

- when driving non-removable railcars;
- in the course of works on maintenance and repair of devices;
- when receiving service trains using the wand-key;
- in case of failure of crossing signaling devices (crossing traffic lights, acoustic signals, automatic, semi-automatic or electric barriers, sensors);
- if it is impossible to close the barriers by pressing the "close" button.
- with prolonged occupation of sections approaching the crossing.
2.2.4. When the crossing is located within the station, the order of interaction between the crossing duty officer and the station duty officer should be additionally indicated:
- during normal operation of signaling devices;
- in case of disruption of the normal operation of signaling devices;
- when receiving and departing trains with prohibiting indications of traffic lights.
2.2.5. When an unattended duty employee is located, but an adjustable crossing on the stretch, the status control of which is displayed on the control panel of the station duty officer in the local crossing operating instructions, as an appendix to the TPA of both stations, limiting this section, it is necessary to indicate the actions of the station duty officer, including :
- when organizing the movement of trains on the wrong track;
- when trains are moving with prohibiting traffic lights;
- when moving on such a crossing of mobile units of a non-removable type;
- when the indication "malfunction" of the crossing is triggered.
2.3. The section "Procedure for using the obstruction alarm" in accordance with clause 5 of Appendix 4 to the CPU / 566 instruction describes:
- the purpose and procedure for the operation of the obstruction alarm;
- list, installation locations and types of traffic lights used as barriers;
- normal signaling of these traffic lights and the normal position of the obstruction control button;
- the order of actions of the person on duty on the crossing to switch on and off, as well as in the event of a malfunction of the obstruction signaling devices - obstruction traffic lights, obstacle activation buttons, control lamps (LEDs).
2.4. When compiling the section "Procedure for the use of barriers at level crossings" in accordance with clause 4 of Appendix 4 to the CP / 566 instruction, one should be guided by standard technical solutions, technical description and the Operating Instructions for barriers of level crossings from unauthorized entry of vehicles.
The purpose of the control buttons and lamps (LEDs) for monitoring the control panel of the SPD, the procedure for the operation of the barrage devices is described. The procedure for the actions of the person on duty on the crossing is described in all cases of damage to barrage devices, as well as in case of malfunction of buttons and lamps (LEDs) of the second control panel or sensors for monitoring the presence of vehicles. The procedure for the departure of vehicles from the crossing in case of such malfunctions is indicated.
The sequence of actions of the crossing officer when it is impossible to lower the covers of the barrage devices by pressing the buttons on the control panel is described.
The procedure for turning off the electric drive of the UZP barrage device, the procedure for using the curbels after turning off the electric drive, marking and places of permanent storage of the curbels responsible for their storage are indicated.
2.5. The section "Procedure for the crossing duty officer in emergency and non-standard situations" regulates the actions of the crossing duty officer and other railway workers when crossing automation devices exit (failure of buttons and extinguished control lamps (LEDs) on control panels).
2.6. In the appendix to the local instructions, it is necessary to provide an inventory of the sealed crossing devices (buttons of the control panels of the APS and UZP, curbels, etc.).
2.7. In the section "Reception and delivery of duty", a separate item indicates that before taking over duty, the crossing duty officer must check the integrity of the seals according to the inventory, as well as the operation of the crossing automation and communication, both by the corresponding indication of lamps (LEDs) on the control panels, and by direct verification the state of obstruction traffic lights, SPDs, vehicle presence sensors, vehicle traffic lights, barriers, presence of curb bars, etc.
2.8. According to paragraph 3 of Appendix 4 to the CPU / 566 instruction in the section "Procedure for using communication means" it is necessary to reflect:
2.8.1. At the crossing served by the duty employee:

- the order of actions in case of failure of communication and radio communication devices;
- the procedure for performing maintenance work on communication and radio communication devices;
- the procedure for breaking the seals from the equipment being sealed and the procedure for sealing it;
- a list of sealed communication and radio communication equipment.
2.8.2. On an unattended crossing on duty:
- the procedure for using communication and radio communication devices, including in emergency non-standard situations;
- the order of actions in case of failure of communication devices.
2.9. The appendix should also provide examples of registration of entries in the Book of Reception and Delivery of Duty (PU-67) in case of malfunctions of automation and communication devices at a railway crossing.

Purpose and classification of level crossings

For crossing railways at the same level with automobile, urban and other types of roads and passing through railway tracks of urban, automobile and horse-drawn transport, agricultural, road-building and other self-propelled vehicles, driving cattle, as well as pedestrian passage level crossings... Places of intersections of railways by motor roads at one level are established by the head of the road. The passage of vehicles and self-propelled vehicles, as well as the driving of livestock through the paths in unidentified places is prohibited; the duty to monitor the fulfillment of this requirement is vested in railway workers.

The main requirement for level crossings- this is their good condition and good visibility. Visibility is considered satisfactory when, when located at a distance of 50 m or less from the level crossing, a train approaching from either side is visible at least 400 m away, and the train driver can see the level crossing at least 1000 m away. do at right angles. In difficult conditions, this angle can be reduced to 60 °.

The arrangement of crossings across station tracks is possible only in places that do not affect the useful length of the tracks and active exhaust and running tracks. A crossing device in the necks of district stations from the side of the traction facility is not recommended, since this place of the station is the most congested movement of locomotives and shunting work.

Within the station, crossings should preferably be located between the input signal and the entrance switch, this provides free passage for vehicles in the event of an arriving train stopping at a closed input signal. In relation to the turnouts, the crossings are located at a distance of no closer than 5 m from the wits or from the root of the cross, which guarantees the arrows from clogging. The crossing should be no closer than 100 m from the end of the passenger platforms.

Level crossings are divided into the following categories:

I - level crossings at the intersection of the railroad with highways of I and II categories; with streets and roads with regular bus, tram or trolleybus traffic; when crossing four or more main paths.

II - level crossings at the intersection of the railroad with motor roads of the III category; with roads and streets with regular bus traffic, but the intensity during peak hours is less than 8 train-buses per hour; with city streets without trolleybus or bus traffic; with highways, when the greatest daily work of the crossing exceeds 50 thousand train-carriages; in case of intersection of three main paths.

III - crossings at the intersection of the railway with motorways and horse-drawn roads with the greatest daily work of more than 10 thousand train-crews and satisfactory visibility and more than 1 thousand train-crews with unsatisfactory visibility, if by all other indicators they cannot be attributed to relocations of I and II categories.

IV - all other crossings at the intersection of the railway with inactive roads.

Crossings of categories I and II are routinely replaced by intersections at different levels (overpasses). Under no circumstances is it allowed to construct new level I crossings or open tram or trolleybus traffic on existing ones.

Crossings, depending on the intensity and speed of trains and road transport, equipment with automatic devices and visibility conditions, are divided into guarded and unguarded. Movements of I and II categories and partially of III category are serviced around the clock by the moving officers. Transfers within stations with a lot of shunting work are also protected.

Duty of the moving officer- ensuring the safe movement of trains and road transport at the level crossing. He must promptly open and close the crossing, give established signals, observe the condition of passing trains and, in case of detecting malfunctions that threaten traffic safety, take measures to stop them.

Arrangement and equipment of level crossings

Level crossings must have(fig. 1):

  • typical reinforced concrete or wood flooring;
  • entrances;
  • barriers covering all or part of the carriageway, with signal lights on the barriers;
  • clearance gates (on electrified lines) with a width of at least the width of the crossing, and a height of no more than 4.5 m, in order to prevent the possibility of breaking or short-circuiting the contact wire with bulky loads;
  • warning signs "Beware of trains" from the side of the road, installed 20 m from the nearest rail, and signal signs "C" (whistle) from the side of the approach of trains.

The width of the level crossing is taken to be equal to the width of the carriageway, but not less than 6 m, which allows simultaneous two-way traffic. As an exception, pedestrian crossings with a carriageway of at least 4.5 m can be maintained until the conversion, but agricultural vehicles are not allowed to pass along such crossings.

Entrances to the crossing are fenced off with posts installed on the roadside. The columns, depending on local conditions, are installed for at least 16 m, and if the height of the embankment of the entrances is more than 1 m - along the entire length of such an embankment every 1.5 m. Railings are arranged between the railway track and the barriers. If livestock is often driven along the crossings, then, if necessary, the railings are replaced with fences, and barriers are suspended from the barriers.

Along the track rails for free passage of the flanges of the wheels of the rolling stock, gutters with a width of 75-95 mm and a depth of at least 45 mm are arranged; in curves with a radius of less than 600 m, the width of the gutter is increased to 110 mm. So that the tracks of the tractor or the metal runners of the sled do not close the electric track circuits, the top of the flooring between the track rails is arranged 30-40 mm above the rail heads.

On each side of the crossing, the motor road must have horizontal platforms not less than 15 m from the outer rail when the crossing is located in the notch (Fig. 2, a) and at least 15 m - on the embankment (Fig. 2, b). Approaches to sites should not be steeper than 0.05 and should have asphalt, concrete or stone pavement.

Barriers installed on both sides of the crossing at a distance of no closer than 8.5 m from the extreme rail. The height of the barrier in the closed position is 1.25 m.In case of two-way traffic on the crossing, the barrier should overlap on the right side of the traffic movement up to 2/3 of the width of the carriageway, and on the left side there may be an unblocked part of the road no more than 3 m wide. of the carriageway for at least 20 m from the barriers to the side of the road, white paint is applied to "center lines" with a width of at least 0.1 m. Lanterns on the barrier beams of the barriers, when they are closed, show a red light in the direction of the carriage road, and when open - transparent white.

Barriers are automatic and manual. When a train approaches, at crossings with automatic barriers and automatic traffic signaling, a sound signal starts to work, red flashing lights on the barriers and traffic lights that protect the crossing from the side of the approach of road transport light up, and after a while, sufficient to remove cars from the crossing, the barriers automatically close.

Automatic warning alarm also used with manual barriers. When a train approaches, it gives sound and light signals. The start time for signaling is calculated so that the crossing can be cleared before the train arrives. Automatic signaling traffic lights are installed on the roadside on the right side at least 6 m from the extreme rail. All crossings of I and II categories and, depending on the intensity and speed of trains and road transport and visibility conditions, crossings of III and IV categories should be equipped with a traffic light or sound warning automatic signaling.

Equipping railway crossings with barriers is of great importance. traffic lights(Fig. 3), which are installed on the right side of the railway track at a distance of at least 15 m and no more than 800 m from the crossing. A red light on them is turned on by pressing a button in case there is an obstacle to the movement of trains at the crossing. Entrance, exit, checkpoint and route traffic lights located at the same distance from the crossing, if the visibility of the crossing from the place of their installation is provided, can be used as barriers.

The mechanized barrier is activated by the crossing officer. The normal position of automatic barriers is open; they are closed only for the duration of the passage of each train, and non-automatic ones are closed. These barriers are opened only when necessary and it is possible to pass motor vehicles, agricultural vehicles or livestock through the crossing. In some cases, at level crossings with heavy car traffic, the normal open position of non-automatic barriers can be set.

All guarded crossings must have direct telephone communication with the nearest station or post (in areas with centralized dispatching - with the train dispatcher on duty) or radio communication. All crossings of categories I and II, as well as the rest, if they are located near permanent sources of power supply, must have electric lighting. The movement of bulky vehicles, agricultural, road, construction, low-speed and other machines and mechanisms through the railway crossing, the transportation of especially heavy loads (large factory equipment, powerful transformers, bridge trusses, etc.) is allowed in each individual case only with the permission of the relevant persons and under the supervision of a road foreman or a track foreman, and on electrified sections with a cargo height of more than 4.5 m and in the presence of a contact network distance representative.

3. Arrangement and equipment of level crossings

3.1. All the arrangements for crossings must comply with the requirements of the Rules for the technical operation of railways of the Russian Federation, this Instruction, standard projects, the Rules of the road of the Russian Federation, GOST 23457-86 "Technical means of organizing road traffic. Application rules", GOST R 50597-93 "Highways and Streets. Requirements for the operational state permissible under the conditions of ensuring road safety ", and in the design of newly built and reconstructed public highways and access roads to industrial enterprises - and the requirements of building codes and regulations" Highways ", SNiP 2.05.02- 85. In accordance with the requirements of GOST 23457-86 "Technical means of traffic management. Application rules" the need to install traffic lights (type 6) at level crossings is determined by the relevant technical and regulatory documentation approved by the Ministry of Railways of Russia. In special cases, it is allowed, upon agreement with the Ministry of Railways of Russia, to use traffic lights of type 1.1.1 - 1.1.3, 1.1.16, 1.1.17 at crossings.

3.2. Crossings should be located mainly on straight sections of railways and highways outside the limits of excavations and places where satisfactory visibility conditions are not provided.

The intersections of railways by roads should be carried out mainly at right angles. If this condition cannot be met, the acute angle between intersecting roads must be at least 60 degrees. Existing crossings located at a sharper angle must be rebuilt simultaneously with the reconstruction of highways.

3.3. On existing crossings for at least 10 m from the extreme rail, the road in the longitudinal profile must have a horizontal platform or a vertical curve of a large radius, or a slope due to the excess of one rail over another when the intersection is in a curved section of track.

The longitudinal slope of the road approaches to the crossing for at least 20 m in front of the site should be no more than 50 thousandths.

During the reconstruction and construction of new highways, the approaches should be installed in such a way that for at least 2 m from the extreme rail, the road in the longitudinal profile has a horizontal platform.

Approaches of the motor road to the crossing for at least 50 m should be designed with a longitudinal slope of no more than 30 thousandths.

In difficult conditions (mountainous areas, city streets, etc.), the profile of the road at the approaches to the crossings can be individual, agreed with the State Automobile Inspectorate and road operating organizations or other road owners.

When approaching the crossing of automobile unpaved roads (without a hard surface), a hard coating must be applied for at least 10 m from the head of the outer rail in both directions.

3.4. Newly created protective forest plantations should provide vehicle drivers at a distance of 50 m or less from the crossing with the visibility of an approaching train at a distance of at least 500 m.

3.5. The carriageway on the approaches to the crossing and within its boundaries, as well as the flooring, signal posts, railings and fences of a barrier or parapet type must correspond to the standard crossing project.

The width of the carriageway of the crossing must be equal to the width of the carriageway of the motor road, but not less than 6 m, and the width of the flooring in the places where livestock is driven - not less than 4 m.

The flooring of the crossing must comply with the structure approved by the Ministry of Railways of Russia. The path under the decking can be either wooden or reinforced concrete sleepers.

On the outside of the track, the deck should be flush with the top of the rail heads. The deviation of the top of the rail head located within the carriageway, relative to the covering, is not allowed more than 2 cm.

Inside the track, the flooring must be higher than the rail heads within 1 - 3 cm. With rubber-cord or polymer flooring material, lowering the interrail flooring below the level of the rail heads is not allowed.

On operated crossings, before reorganization in a planned manner, the elevation of the flooring within the track is allowed within 3 - 4 cm.

Depending on the design of the deck, according to the standard design, counter rails can be laid within the deck to ensure the unimpeded passage of the wheelsets of the rolling stock. Their ends at a length of 50 cm are bent inside the track by 25 cm. The width of the gutter is set in the range of 75 - 110 mm, and the depth is not less than 45 mm.

At crossings with attendants inside the track of each track (on single-track sections - on both sides), at a distance of 0.75 - 1.0 m from the flooring, fixtures in the form of metal tubes are fixed for installing portable train stop signals (red shield, lantern), as well as devices for determining the bottom oversize of the rolling stock (Fig. 1)<*>.

Racks of barriers, masts of traffic lights for crossing signaling, fences, railings and guide posts (Fig. 2) should be located at a distance of at least 0.75 m from the edge of the carriageway. Guide posts are installed on both sides of the crossing at a distance of 2.5 to 16 m from the outer rails every 1.5 m.

To drive livestock at crossings, railings or barrier-type fences made of reinforced concrete, wood or metal with a height of 1.2 m are installed, and protective nets are suspended from spare barriers.

Crossings are painted in accordance with the requirements of GOST 23457-86 "Technical means of traffic management. Application rules".

At the crossings from the side of the road, road signs are installed (color tab, Fig. 1).

Before such level crossings, prior to their reorganization, in order to improve traffic safety, the head of the railway may, in some cases, establish a permanent speed limit for trains.

3.8. On the approaches to the cattle drive site, at a distance of 20 m from the outer rails, there are signs with inscriptions in Russian and local languages: “Beware of the train! to prevent vehicles from entering the path.

3.9. On electrified lines on both sides of the crossing, road prohibitory signs are installed 3.13 "Height limit" with a number on the sign "4.5 m" (color tab, Fig. 1) at a distance of at least 5 m from the barrier, and in their absence - at least 14 m from the end rail.

3.10. On the approaches to level crossings from the side of highways in front of the barriers, and where they are not there, in front of the road warning sign 1.3.1 or 1.3.2, in accordance with the Road Traffic Regulations, road warning signs 1.1 "Level crossing with a barrier" or 1.2 "Level crossing without barrier "at a distance of 150 - 300 m, and in settlements - at a distance of 50 - 100 m from the extreme rail and other road signs (color tab, Fig. 2, 3).

3.11. Crossings with attendants are equipped with barriers.

The bars of automatic and semi-automatic barriers, as well as electrical barriers, must be equipped with red reflective devices and have a standard length of 4, 6 and 8 m.

Automatic, semi-automatic barriers and electrical barriers must cover at least half of the carriageway on the right side in the direction of vehicles. The left side of the road, at least 3 m wide, is not blocked. If necessary, it is allowed to install the specified barriers of non-standard length.

At level crossings with heavy traffic of vehicles, as well as high-speed traffic of passenger trains, special devices for barring railway crossings (UZP) from unauthorized entry to such crossings of vehicles can be used. The procedure for the equipment and operation of the SPD is established by the Ministry of Railways of Russia.

Mechanized barriers, as a rule, should block the entire carriageway and have signal lights used in the dark, as well as during the day with poor visibility (fog, snowstorm and other unfavorable conditions). Signal lights installed on the barrier beams of mechanized barriers should be directed towards the road:

when the gates are closed - red signals (lights);

when the barriers are open - transparent - white signals (lights).

In the direction of the railway track - transparent - white control signals (lights) both when the barriers are open and closed.

Barriers are installed on the right side of the roadside on both sides of the crossing, so that when closed, their bars are located at a height of 1 - 1.25 m from the surface of the carriageway. In this case, mechanized barriers are located at a distance of at least 8.5 and no more than 14 m from the extreme rail; automatic, semi-automatic barriers and electrical barriers - at a distance of at least 6, 8, 10 m from the extreme rail, depending on the length of the barrier bar (4, 6, 8<*>m).

To barricade a level crossing during the repair of tracks, structures and devices, spare horizontal - manually operated rotary barriers must be used, installed at a distance of at least 1 m from the main barriers in the direction of the road and blocking the carriageway no less than the main ones. These barriers must have devices for securing them in the open and closed positions and for attaching a signal lamp.

Barrier bars of barriers (main and spare) are painted with alternating stripes of red and white, inclined (when viewed from the side of the road) horizontally to the right at an angle of 45-50 degrees. The width of the strips is 500 - 600 mm. The end of the barrier beam should have a red stripe 250 - 300 mm wide. The bars of the barriers are equipped with red reflective devices.

3.12. The normal position of automatic and semi-automatic barriers is open, while electrical and mechanized barriers are closed. In some cases, at level crossings with heavy vehicle traffic, as well as at level crossings handed over for servicing by employees of other services, the normal position of electric barriers and mechanized barriers can be set open.

When the barriers are normally closed, they open only to allow vehicles to pass in the absence of an approaching train.

3.13. To separate traffic flows in opposite directions (center line) on roads with two or three lanes in both directions, in accordance with GOST 13508-74 and GOST 23457-86, horizontal markings 1.1 are applied before crossings from the near rail to markings 1.12 (stop - line) and at a distance of 100 m from the marking 1.12.

Marking 1.12 is applied at a distance of at least 5 m from the barrier or traffic light, and in their absence - at a distance of at least 10 m from the near rail.

To mark the boundaries of traffic lanes, if there are two or more of them for one direction of traffic, before crossings at least 20 (40) m from the markings 1.12, markings are applied 1.3.

3.14. At crossings with attendants, premises for attendants should be built according to standard designs - buildings of crossing posts with an exit along the railway track towards the highway. Exits to the side of the railway track in the buildings of crossing posts should be fenced with handrails.

3.15. Electric lighting must have all crossings of categories I and II, as well as III and IV categories in the presence of longitudinal power supply lines or other permanent sources of power supply.

In accordance with the norms of artificial lighting of railway transport facilities, RD 3215-91, the illumination within the crossing must be at least: Category I - 5 lux; II category - 3 lux; III category - 2 lux; IV category - 1 lux.

The illumination level should be brought to 5 lux according to the plans of railways, first of all, level II crossings, then III and IV categories.

If necessary, for the inspection of passing trains, the crossings are equipped with searchlight installations.

At crossings located on high-speed highways and main streets of city-wide significance, lamps must be installed in accordance with SNiP 2.05.02-85 "Highways".

The power supply to the crossing signaling devices must comply with the current regulations. At the same time, for automation devices with DC rail circuits, a battery reserve with a duration of continuous operation of at least 8 hours must be provided, provided that the power supply has not been turned off in the previous 36 hours.

3.16. Crossings with attendants must have radio communication with train locomotive drivers, direct telephone communication with the nearest station or post, and in areas with centralized dispatching - with the train dispatcher. The telephone call is complemented by an external call (howler).

3.17. Level crossings are equipped with signaling devices in accordance with the Basic Requirements for Equipping Level Crossings with Leveling Leveling Devices (Appendix 1).

First of all, signaling devices should be equipped with crossings with bus traffic, as well as those located on the main tracks with heavy train and vehicle traffic, high train speeds, and unsatisfactory visibility conditions.

3.18. On highways, before level crossings equipped with crossing signaling, traffic lights are installed with two horizontally located and alternately flashing red signals (lights) having the following meanings (color tab, Fig.5a, b):

red signal (light) is on - the movement of vehicles is prohibited;

the red signal (light) is off - the movement of vehicles is allowed only after the driver makes sure that there is no train approaching the crossing.

Traffic lights are installed on the right side in the direction of movement of vehicles. In some cases (visibility conditions, traffic intensity) signals (lights) of traffic lights can be repeated on the opposite side of the road.

At separate crossings without a person on duty, according to the conditions approved by the Ministry of Railways of Russia, traffic signaling with traffic lights with two alternately flashing red signals (lights) and one white-lunar flashing signal (light) signaling (color tab, Fig.5b) can be used:

red signal (fire) is on, white - lunar signal (fire) is off - the movement of vehicles is prohibited;

white - the lunar signal (light) is on, the red signal (light) is off - the movement of vehicles is allowed;

red and white - the lunar signals (lights) are off - the crossing signaling is disabled or faulty.

Before crossing, the driver must make sure that there is no approaching train and give way if the train (locomotive, railcar) is approaching the crossing.

The specific procedure for the actions of vehicle drivers when driving through a railway crossing is established by the Traffic Rules of the Russian Federation.

In the event that the alarm is turned off or malfunctioning, the operator of the nearest station or the train dispatcher in the areas with centralized dispatching is automatically notified of the crossing alarm malfunction.

The station attendant or train dispatcher, having received a notification, must make a record of the automation malfunction at the crossing in the DU-46 form log, inform the attendant of the neighboring stations and the signaling system electromechanics about this.

The electromechanic must take steps to rectify the malfunction.

The station attendant or train dispatcher by radio immediately transmits a message to the train drivers, traveling without stopping at separate points in the direction of the crossing, about the failure of automation devices at the crossing and the need to follow it with special vigilance and a speed of no more than 20 km / h.

Written warnings are issued to trains that have a stop at stations about faulty crossing signaling in the manner set out in the Instructions for the movement of trains and shunting work on the railways of the Russian Federation.

Automatic traffic lights must be adjusted in such a way that the start of a stop signal in the direction of the road is made in the time required for the vehicle to release the crossing in advance. At the same time, at the moment the train enters the approach section, at the traffic lights in the direction of the road, flashing red signals (lights) are turned on, and acoustic signals (bells or howling) are also given for additional information to road users about the prohibition of movement through the crossing.

Turning off the red signals (lights) occurs after the train clears the crossing.

When trains move in an unidentified direction on single-track sections equipped with automatic blocking, and on the wrong track on two- and multi-track sections, the red flashing signals (lights) are turned off after the train clears the approach section located behind the crossing along the train.

Red flashing signals (lights) at traffic lights turn on from the moment the train enters the approach section and after a time determined by the calculation, the barriers smoothly lower to a horizontal position. Automatic barriers must remain closed, and red signals (lights) of traffic lights must be on (lit) until the train is completely free of the crossing.

When the train is completely free of the crossing, the barrage bars of the automatic barriers rise to a vertical position, after which the red signals (lights) at the traffic lights are turned off.

The opening of semi-automatic barriers and turning off the red flashing signals (lights) at traffic lights and acoustic signals is carried out by the person on duty on the crossing by pressing the "Open" button.

In case of traffic light signaling at crossings with a duty officer on access and other tracks where the track circuits of approach sections cannot be equipped, the red flashing signals (lights) of traffic lights turn on when the button on the crossing signaling board is pressed. After that, at the shunting traffic light, the red light goes out and the moonlight turns on.

In case of traffic light signaling at crossings without a duty officer, special traffic lights should be installed as barriers on access roads in cities, signaling with red and lunar white light. In these cases, the inclusion of a permitting lunar - white light for the train (shunting train) to follow the crossing is possible only after the red signals (lights) are turned on at the crossing traffic lights. After turning on red lights at shunting traffic lights, red signals (lights) at crossing traffic lights must be turned off.

The specified dependence is carried out automatically using a shortened track chain.

3.19. Traffic safety at level crossings when returning from the haul and various movements of business, workers, recovery and other trains must be ensured in accordance with clauses 4.13 and 6.3 of this Instruction.

At crossings, the approach sections of which include station tracks, when the train departs with prohibiting traffic lights, the automatic traffic signaling should be turned on by the station attendant by pressing the "Close the crossing" button. In this case, the train driver, when approaching the crossing, must follow with special vigilance at a speed of no more than 20 km / h and readiness to stop if an obstacle to movement is encountered. The list of stations with such crossings is approved by the head of the railway and announced by an order by the railway.

At level crossings located within or near stations and equipped with level crossings, station attendants should not allow a long time between the opening of output signals and the departure of trains, so as not to cause delays of vehicles at the level crossing. The station duty officer must give a notice of the crossing, turn on the alarm, notify the crossing duty officer about the departure of the train by phone or in another way determined by the local instruction.

In the event of malfunctions in automation devices, the regulation of train traffic, the departure of trains along the correct and wrong path, the procedure for notifying the crossing officer about this, as well as information from the train driver about the necessary conditions for following the crossing, are established by the local instruction.

3.20. The "Maintain" button is intended for delaying, if necessary, the person on duty on the crossing of the closing of the barriers (electric barriers) before proceeding under the bar of a large-sized car and preventing the bar from breaking. In this case, the delay time of the barrier by the person on duty on the crossing should not exceed 5 - 10 s.

On level crossings equipped with semi-automatic barriers, the "Maintain" button is also used to open the barrier:

the crossing officer, by pressing this button after the train has passed through the crossing and the approach section has been cleared, turns on the barrier to transfer it to the open position.

3.21. At crossings with the attendant, they arrange a barrage alarm. Entrance, weekend, warning, pre-entry, shunting, checkpoint and route traffic lights located from the crossing at a distance of no more than 800 m and at least 15 m, provided that the crossing from the place of their installation is visible. If the listed traffic lights cannot be used, special obstruction traffic lights are installed at a distance of at least 15 m before the crossing.

Obstacle traffic lights are installed on single-track sections on both sides of the crossing. On double-track sections - on the right track, and on the wrong track - in the following cases:

with two-way train traffic on each track;

in suburban areas with traffic intensity over 100 pairs of trains / day.

At the crossings located within the boundaries of stations and near them, in the areas of approach to which the station tracks enter, where when the train leaves the station with the prohibiting indication of the exit traffic light, the required notification time for closing the crossing when the train starts to move from its place can be installed from the side of the station. normally lit obstruction lights. In this case, when the train moves to a prohibiting traffic light and enters the track adjacent to the crossing, the red flashing signals (lights) at the crossing traffic lights are turned on, and then, after the time delay required for the vehicles to clear the crossing, the red light of the obstruction traffic light turns off ...

The list of such crossings is established by the head of the railway.

Installation of obstructive traffic lights when trains are moving along the wrong track is allowed on the left side of the track.

At level crossings located on the hauls of double-track sections and equipped with obstruction signaling for movement only on the right track, the head of the railway provides for a procedure in which the prohibiting indication of obstruction traffic lights for movement on the right path is also a stop signal for trains following the wrong path.

If the required visibility of the obstruction traffic light is not ensured, then in the areas not equipped with automatic blocking, a warning traffic light is installed in front of such a traffic light, in shape the same as the obstruction and giving a yellow signal when the main traffic light is red and unlit when the main traffic light is off.

All crossings with an attendant located on a section with automatic blocking, regardless of the presence of obstruction traffic lights, must be equipped with devices for turning off the automatic locomotive signaling codes and switching the automatic blocking traffic lights closest to the crossing to a prohibiting indication when obstacles to the movement of trains occur at the crossing.

3.22. Cross signal control panels are installed outside the crossing duty station in a place with good visibility of the railway track and the highway on the approaches to the crossing. On the control panels, depending on the type of crossing signaling, buttons and control lamps are located. Their purpose and procedure for use are determined by the project documentation and must be contained in the local operating instructions for the crossing.

With two-story posts on the outer wall of the first floor or on a separate rack, a duplicate control panel can be installed on which a button is located to turn on the obstruction alarm.

3.23. To give signals in case of a threat to traffic safety or the need to assist the crossing officer, depending on local conditions, special signaling means (flashing beacon and siren) can be installed at the crossings.

The procedure for equipping crossings and operating such facilities is determined by the Department of tracks and structures in agreement with the Main Directorate of the State Automobile Inspectorate of the Ministry of Internal Affairs of Russia.

The basic requirements for the arrangement, equipment, maintenance and servicing of level crossings are given. The work procedure and duties of the crossing officer are considered in detail.

1. GENERAL PROVISIONS

1.1. Railroad crossings * - intersections of highways with railway tracks at the same level - are equipped with the necessary devices to ensure traffic safety, improve the conditions for the passage of trains and vehicles. * Hereinafter referred to as "transfers". The terms used in this Instruction are given in section 7 Crossings are objects of increased danger that require road users and railway workers to strictly comply with the Traffic Rules of the Russian Federation, the Rules for the Technical Operation of the Railways of the Russian Federation (PTE), the Rules for the Use of Motor Roads Of the Russian Federation and this Instruction. All organizations and persons using level crossings are obliged to be guided by one of the main conditions for ensuring traffic safety: railway transport has priority in traffic over all other modes of transport. This Instruction applies to all operated and newly designed level crossings. Recommended for use at level crossings of railway sidings of enterprises and organizations that are not part of the Russian Ministry of Railways. 1.2. If there are overpasses, crossings located at a distance of 5 km or less from them must be closed in accordance with the established procedure. 1.3. 2. CLASSIFICATION OF MOVES. PROCEDURE FOR DETERMINING THE CATEGORY OF MOVING

2.1. By location, crossings are subdivided: general use - at the intersections of public railways with public highways, municipal highways and streets; non-public - at the intersections of railways with highways of individual enterprises or organizations (regardless of ownership). The arrangement, equipment, maintenance and maintenance of non-public level crossings are carried out at the expense of enterprises, organizations or authorities of motor roads and organizations that maintain highways using these crossings. The procedure for the maintenance and maintenance of public and non-public level crossings is established by the head of the railway. within the boundaries of the territory of enterprises (warehouses, depots, elevators, etc.), motor roads designed to ensure the technological process of the operation of this enterprise are referred to as technological passages and are not subject to registration as crossings. The safety of the movement of rolling stock and vehicles on them is ensured by the administration of the enterprise. The order of arrangement, maintenance and service, opening and closing of technological passages is established by the head of the railway. 2.2. Crossings on the operated railway network of the Ministry of Railways, depending on the traffic intensity of rail and road transport, are divided into four categories (Table 1).

Unregulated level crossings are not equipped with level crossing signaling devices and serviced by the attendants on the level crossing and other employees who are tasked with regulating the movement of trains (rolling stock) and vehicles at the level crossing. The possibility of safe passage through such crossings is determined by the driver a sports facility in accordance with the Traffic Rules of the Russian Federation. 2.2.2. The equipment of existing crossings with crossing signaling devices is carried out by the railways in accordance with annual and long-term plans. 2.3. In accordance with GOST R 50597-93, at crossings without a duty officer, drivers of vehicles located at a distance of no more than 50 m from the nearest rail must be provided with visibility of a train approaching from either side in accordance with the standards specified in table. 2; if a category III crossing has unsatisfactory visibility conditions and is located on a section with a traffic intensity of more than 16 trains / day, and if located on sections with a traffic intensity of more than 200 trains / day - regardless of visibility conditions.

When designing newly built and reconstructed public roads and access roads to industrial enterprises at crossings, visibility should be ensured, in which the driver of a car located at a distance of at least a visibility distance from the crossing to stop the car (according to SNiP 2.05.02-85 "Automobile roads ") could see the train approaching the crossing at least 400 m away, and the driver of the approaching train could see the middle of the crossing at a distance of at least 1000 m. It is not allowed to reopen crossings on the public railway network: I, II and III categories; on sections with train speeds of more than 120 km / h; IV category when crossing three or more main railway tracks, when crossing tracks in recesses and other places where visibility conditions are not provided (Table 2 of this Instruction and Table 10 of SNiP 2.05.02-85 "Roads"), as well as in cases where the service of the crossings by a duty officer is required. it is allowed (if it is not possible to find another solution) with the permission of the head of the railway in agreement with the State Automobile Inspectorate, the body of the motor road and the organization containing the motor road. Reopening of bus traffic at crossings is allowed with the permission of the head of the railway, provided that the crossing is equipped with crossing signaling and the conclusion of the commission, the composition of which is defined in clause 1.3 of this Instruction. 2.5. Crossings with an attendant should be equipped with barriers, and duty on them is established, as a rule, around the clock. Round-the-clock duty should be carried out at crossings equipped with automatic, semi-automatic barriers and electric barriers. Round-the-clock work can be installed at non-public crossings, as well as at crossings of local importance. position, and spare barriers, completely blocking the carriageway of the motor road, are installed in a barrage position and locked with a lock. The procedure for the maintenance and operation of level crossings at level crossings, where the passage of rolling stock in the presence of a railroad employee is provided, is established by the head of the railroad. In such cases, agreement with the State Automobile Inspectorate is not required. The procedure for transferring crossings to operation without duty officers, as well as to servicing crossings by duty officers, shall be established by the head of the railway. must be displayed clearly visible announcements for a period of one month with the text: "Moving from (date) without duty". 2.7. Closing of existing crossings, relocation, restoration of closed crossings (permanent or temporary) shall be carried out in accordance with the procedure established by the head of the railway, in agreement with the road authority, the organization containing the road and the State Automobile Inspectorate. The territorial administration must be notified of this at least two months before the crossing is closed. At crossings that are closed (permanently or temporarily), the flooring is dismantled, access roads to the crossings from the side of highways at a distance of at least 10 m from the extreme rails along the entire width are partitioned off with barriers, and, if necessary, with ditches at a distance of 2 m from the barrier towards the railroad tracks. Warning signs at the entrances and approaches to the level crossings are removed and information signs are installed indicating the direction of the detour. At the closed crossings, all equipment is dismantled. In the event of a short-term cessation of the operation of level crossings for the period of their closure, the automatic devices are switched off, and the bars of the spare barriers are set in a closed position for the movement of vehicles and locked. the head of the track distance in accordance with the procedure agreed with the State Automobile Inspectorate. The order of dismantling of structures, devices and equipment of the crossings to be closed, their preservation or reuse shall be established by the head of the railway.

3. ARRANGEMENT AND EQUIPMENT OF TRANSPORTATION

3.1. All the arrangements for crossings must comply with the requirements of the Rules for the technical operation of railways of the Russian Federation, this Instruction, standard projects, the Rules of the road of the Russian Federation, GOST 23457-86 "Technical means of organizing road traffic. Application rules", GOST R 50597-93 "Highways and Streets.
