Documents for fire extinguishers: passports and registers

The availability of primary means for extinguishing fires at any enterprise, from a small store, a trading kiosk, an office to the workshops of industrial giants, is a prerequisite for their normal operation. Verification of this, as well as compliance with other PB rules / norms, is entrusted to the State Patrol Service of the Ministry of Emergency Situations.

In practice, often the acquisition and placement in conspicuous places of the necessary in appearance, type of fire extinguishers - the usual, or rather rare devices, everything ends. All those who participated in this event rest on their laurels, reporting to the management of the enterprise / organization.

But, now, not such a long time passes - 1-2 years, and by the time the fire-fighting condition of the object is checked by the inspector of the State Fire Service or by another holiday of the calendar, it suddenly turns out:

  • Some of the fire extinguishers are irretrievably lost. As a rule, often the reasons are not only the actions of principled lovers of other people's property; but also just the carelessness of middle managers, personnel who managed to betray and forget about it, for example, to their electric welders of a third-party organization who carried out hot work, or to another section / workshop, building.
  • Often, some devices will be found much later in the most unexpected places of the enterprise, and it will be absolutely not clear to everyone how this could happen.
  • A certain number of fire extinguishers due to accidental mechanical damage will be technically defective or have a non-marketable appearance, incomplete equipment, which will make their further operation impossible.
  • The persons guilty of this, up to the uninvolved, are with the leadership; of course, everyone will be found and will receive comments, reprimands, and even monetary charges for lost property, but it will not be possible to radically change the situation in this way.
  • The missing number of fire extinguishers will have to be purchased again, the rest will be sent to the fire order for maintenance - checking, recharging; which is carried out by enterprises that have the appropriate license from the Ministry of Emergency Situations.

If we act in this way, then the "Groundhog Day" with fire extinguishers, and with all the other fire equipment stored , , will continue indefinitely, taking time, nerves and money.

Therefore, V. I. Lenin was right when he spoke of the strictest multi-stage accounting and control over it, meaning, no doubt, including the maintenance of fire extinguishers, without proper documentation, which is indispensable in any serious organization.

Technical passport for a fire extinguisher

This is the primary document that accompanies each more or less complex technical device / product, as soon as it turns into a finished marketable product, ready for shipment. Any fire extinguishers, regardless of type, type, size and weight, are no exception to the rule in this regard.

In the passport, in which the word “technical” is often not necessarily spelled out by the manufacturer, the following data must be indicated:

  • The official name of the manufacturer.
  • Manufacturing date.
  • Production number of the product.
  • Other specifications: total weight, charge mass, working pressure, etc.

Like any serious document, the passport received from the supplier / seller for each fire extinguisher must be stored in a safe place until the device is written off from the company's balance sheet.

But, the real current account of the presence, condition, including appearance; the need for maintenance, with the obligatory safety of the technical passport for each fire extinguisher is just beginning.

According to the requirements for the operation of any fire extinguishers specified in NPB 166-97, as well as a newer document practically duplicating it - SP 9.13130.2009, each facility (enterprise, institution, organization) must have:

  • Appointed by order, responsible for equipping the premises of the entire enterprise or its part (production, workshops) with fire extinguishers, controlling their safety and technical condition.
  • Organized documentation. At the same time, for each fire extinguisher, an operational passport is created / created, in which the serial number of the fire extinguishing device is entered, which must be applied with paint on it.

Filling out the operating passport of the fire extinguisher includes:

  • Recording the commissioning date.
  • The exact location of the device installation on the protected object (room, area, workshop).
  • All technical data, simply copied from the product passport, from type, brand, date of manufacture, serial number to the fire extinguisher charge concentration.

In the future, the table of maintenance results, which is an integral part of the operational passport for each fire extinguisher available at the enterprise, is systematically entered with the data:

  • About checks of appearance/physical condition, identified defects, detected mechanical damage - dents, chips.
  • A complete set of the device or about the identified / eliminated remarks.
  • About the presence of information stickers / instructions for use, control tags / seals.
  • Control of pressure/mass charge depending on the type of fire extinguisher.

It is forbidden to use a fire extinguisher without an operating certificate for it. Behind this is not only a tribute to the bureaucratic tradition of document management, but also a real attitude to the process of its operation at the enterprise, the ability to use it in the event of a fire as a reliable device, and not a decorative element of the design of the room.

Fire extinguisher registers

Information about the work carried out with them is entered into the operation passport, and in the accounting logs duplicated. There are two in total:

  • Maintenance of fire extinguishers.
  • Testing/Recharging Fire Extinguishers.

The latter is the most informative, it contains data on the organization that carried out the technical condition check, the tests of fire extinguishing devices performed in accordance with the safety standards, the dates of their implementation and the timing of the next scheduled maintenance activities.

Although many readers, having looked at the samples of the listed documents, quite rightly it will seem that all this is excessively bureaucratic, archaic in many respects; but, as they say, for lack of a stamp ...

All documentation is kept by the responsible person or the head of the enterprise / organization by his decision / order.

It should be taken into account that the regularity and correctness of filling out these accounting and control forms not only disciplines responsible persons, forcing them to at least occasionally check the condition of fire extinguishers, unless, of course, they do this without leaving the office; but they also remove routine issues, and, as a rule, the problems following this, during scheduled inspections of the fire-prevention state of the facility by employees of the Ministry of Emergency Situations.

If necessary, the management of institutions and enterprises can send their employees appointed as responsible persons for the maintenance of primary funds to organizations that provide training in the relevant PTM program to obtain the necessary knowledge.
