Staff training is one of the forms of training the leadership of civil defense governing bodies, the facility level of the RSChS. The subject of staff training is determined by the head of the facility when planning the main events for the year, taking into account the characteristics of the facility and the degree of preparedness of the control body.

The composition of the training participants is determined by the training leader, depending on its topic, goals and the nature of the tasks to be solved. Civil defense exercises conducted in accordance with modern requirements, make it possible to train formations, workers, employees and the population not employed in the spheres of production and services, to act in conditions of the use of weapons of mass destruction and other means of attack by the enemy, to bring up high moral, political and psychological qualities in people.

Depending on the goals, objectives, method of conducting and the composition of participants, the following objects are organized and carried out:

Tactical and special exercises of civil defense;

Command post civil defense exercises;

Object training in civil defense;

Comprehensive civil defense exercises.

Tactical and special exercises of civil defense- the main and most effective form of all-round preparation of formations for the performance of their tasks.

These exercises improve the practical skills of command and control personnel in the management of formations in the elimination of the consequences of the use of weapons of mass destruction and other means of attack by the enemy, as well as in the organization and conduct of civil defense measures to protect the population and production.

Formations in special tactical exercises use the educational and material base of their facility: communal and energy networks, protective structures, various buildings, a training campus (in its absence, a training campus of a district or one of the neighboring objects) and work out the tasks they face in a specific tactical situation with close interaction between units (units, groups, departments).

With rescue teams tactical and special exercises are carried out, as a rule, in conjunction with the formations of civil defense services, independently or during the command post exercise of the facility. Exercise leader with formation general purpose is the corresponding chief of the civil defense, the chief of staff or the commander of this formation, and with the formation of services - the corresponding chief of the service, to whom the formation is directly subordinate.

Preparing the teachings... Preparation for the exercise must be carried out in advance and comprehensively. It is carried out in accordance with the schedule.


Based on the instructions of the exercise leader, the following are developed: a plan for the exercise, organizational instructions, private plans for deputies, assistants to the exercise leader, a political work plan, plans for the provision of the exercise (logistical, communications, imitation, commandant service, etc.), instructions on security measures for teaching.

The main educational and methodological document of tactical and special exercise plan conducting an exercise, which reflects the course of the exercise and the sequence of working out educational questions in stages. It is developed textually and includes: a topic, learning objectives for each category of learners; the time of the exercise; the composition of the formations involved in the teaching; the number of equipment and consumption rates of motor resources and imitation tools; stages of learning, their duration and educational issues; the tactical situation, the grouping of forces, the location of the command posts, the situation at the facility after the enemy used weapons of mass destruction; decisions of the relevant chiefs of civil defense and tasks for subordinates.

Conducting the exercise. The exercise can begin directly at the place of the permanent location of the formations or suddenly on alarm. At the beginning, it is necessary to notify and assemble the personnel, withdraw the equipment and check their readiness for action. The leader of the exercise gives the commanders of the formations a tactical task or induction and provides required time to clarify the task, assess the situation, make decisions, assign tasks to subordinates and organize their actions. The leader of the exercise hears and approves the decisions of the formation commanders for the upcoming actions, and if necessary, through additional questions, he achieves a deeper assessment of the situation by them and the adoption of the most appropriate decisions, paying special attention to the timely organization of rescue operations in accordance with the prevailing situation and to efficient use technology. The leader determines the further procedure for conducting the exercise, taking into account the assessment of the decisions of the commanders trained by him and the developed exercise plan.

The leader of the exercise personally and through his assistants builds up the situation during the exercise, providing for the failure of people and equipment, a change in the radiation, chemical, bacteriological (biological) situation at the facility. In accordance with the situation, the leader of the exercise seeks from the commanders to make the most expedient decisions, orders, assign tasks to subordinates and appropriate actions of the latter. The rank and file of the formations performs practically tasks on equipment, instruments and other mechanisms in their specialty. It is recommended to end the exercise by withdrawing the formations from the lesion focus and carrying out a full special treatment. In conclusion, the leader conducts a review of the teaching.

Command post exercise civil defense is one of the main forms of joint training of chiefs of staff, chiefs of civil defense services, and other command and control personnel of facilities to perform their functional duties. It works out all the main issues of organizing and maintaining civil defense, and also verifies the reality of the developed civil defense plans.

The main goals of the command post exercise: increasing the theoretical knowledge and practical skills of the management and command and command personnel in the implementation of civil defense activities of the object; working out interaction between services, formations and neighbors; clarification and development of issues related to the management of the object's civil defense and comprehensive support of events; instilling in trainees the necessary practical skills in organizing and maintaining civil defense at the facility.

A command post exercise is conducted against the backdrop of a specific tactical situation. The topic of the teachings and study questions are usually tied to the topic of the upcoming integrated teaching or object training. Before a command post exercise, it is recommended to conduct a post exercise. Their number and time are determined by the head of the civil defense facility, based on the goals of the upcoming exercise and the level of training of the leadership and management bodies. Reconnaissance formations, communications formations, the protection of public order, sanitary squads (posts), and at certain stages of the exercise and other formations, including rescue ones, can be involved in the exercise. The head of the command post exercise is the head of the civil defense of the facility.

Object training in civil defense. Object training in civil defense is the most perfect form of training for small objects and educational institutions to actions in conditions of the possible use by the enemy of weapons of mass destruction and other means of attack. During trainings, only individual practical measures are worked out in such a way that in a 2-3-year cycle to work out the whole range of measures provided for by the civil defense plan of the facility. The reality of these events is being checked.

To participate in objective training, the following are involved: management staff, formations, workers and employees, students and students and the population of the departmental housing stock and those who are not employed in production and the service sector.

The main task of object training is to practice the basic, most effective techniques and methods of protecting people from weapons of mass destruction and other means of attack by the enemy, as well as measures that increase the stability of the operation of objects in wartime.

The preparation of the object training is carried out personally by the head of the civil defense of the object, taking into account the nature of the production activity of the object and the organization of civil defense. For a more organized and targeted preparation of object training, the following are developed and issued: an order of the head of the civil defense of the facility, which is communicated to the performers no later than a month and a half before the start of the training, a training plan (can be supplemented with a schedule), private plans for assistants to the training leader, a political work plan ...

The main educational and methodological document is a training plan, which consists of a textual part, which indicates the topic, the time of the object training, the composition of the participants, the educational goals and training questions for each category of trainees, the place for practicing practical events, their material support and the procedure for organizing and carrying out the simulation. The plan for object training is approved by the head of the training and communicated to the performers at least a month before its start. In addition to the plan, a schedule is developed, which indicates the composition of the involved participants, events and the time for working out each of them.

The schedule is approved by the head of the civil defense facility of the national economy and is communicated to the performers at least a month before the start of the training. The chiefs of the main production departments, the assistant training supervisors, the intermediaries develop private plans. Private plans are approved by the head of the workout. The political work plan is developed by the party committee. On the eve of object training, it is necessary to conduct an instructional session with the commanding staff and formation commanders, during which the procedure for conducting the training should be clarified. Object training is carried out on the territory of the national economy object with the maximum use of the material base. The production activity of the facility does not stop; the training is carried out at a convenient time for the object, which allows to reduce the loss of working time to a minimum. Formations are involved in the implementation of only those practical measures that are provided for by the plan. During the trainings, the following are practiced: organization of protection of workers and employees in case of a sudden attack of the enemy; practical implementation of measures carried out in the event of a threat of an enemy attack; mitigation measures natural Disasters, major accidents and disasters.

The list and order of implementation of practical measures depend on the content of the object's civil defense plan. By the decision of the head of the object's civil defense, some of the most important measures can be worked out during all trainings. Evaluation of the quality of the conducted object training is carried out in accordance with the provision "Criteria for evaluating civil defense trainings at facilities of the national economy."

At the end of the training, the head of the object's GO conducts an analysis, in which the actions of the trainees are analyzed, the shortcomings are indicated, the ways and terms of their elimination are determined. If necessary, according to the results of the training carried out, changes are made to the plan of the object's civil defense.

The results of the training on civil defense are reported to the headquarters of the district (city) and to the ministry (department) for subordination no later than 10 days from the time of its holding.

Integrated Civil Defense Exercise complete the established cycle of preparation of the object for GO, are one of the most important forms of preparation of the object as a whole.

The essence of a comprehensive exercise is that all participants in the exercise act simultaneously in a single tactical situation and solve the entire complex of tasks envisaged by the plan. This exercise makes it possible to work out the entire complex of civil defense measures, taking into account the production activities of the facility in wartime.

As a rule, the head of the exercise is the head of the object's GO, and for some exercises, the senior chiefs. This makes it possible to improve the methodology of conducting exercises, as well as assess the state of civil defense of the facility. The exercise involves the entire leadership and command and command staff, formations, workers and employees who are not part of the formations. The formations are involved in actions at certain stages and carry out their specific tasks, and the commanding and commanding personnel act on the exercise from start to finish.

The complex exercise creates a complex dynamic environment, characteristic of lesions and zones of infection, requiring the participants in the exercise to make bold and well-grounded decisions, skillful and decisive actions. In the course of the exercise, the commanding and commanding personnel are trained in a clear organization in the management of formations in conditions of severe destruction, radioactive, chemical, bacteriological (biological) contamination and massive fires. Preparing the teachings. The success of its implementation largely depends on the level of preparation of a complex exercise. The preparation of the exercise is carried out taking into account the civil defense plan of the facility, its organizational and staff structure, material and production base, the specifics of production, territorial location, the state of the civil defense and other factors.

A timetable is being developed to prepare for the exercise. The leader of the exercise needs to: determine the topic of the exercise, educational goals, stages and educational questions, clarify the number of commanding officers, formations, workers, employees and other categories of the population involved in the exercise, develop the main provisions of the exercise plan, conduct a reconnaissance of the exercise area, determine the order logistics. The leader of the exercise personally trains his deputies, assistants, mediators and the leadership headquarters. He is responsible for organizing, preparing and conducting the exercise.

The main training of officials for the exercise is carried out directly at the facility by the method of group exercises and the solution of the flyers.

To conduct an exercise, based on the instructions of the head, the following are developed:

Private plans of deputy and assistant leader of the exercise;

Political work plan;

Plans for the provision of exercises (material and technical, communications, imitation, commandant service and others);

Instructions on safety measures in the exercise.

The exercise plan is the main document. It defines the topic, educational goals, stages of teaching, the sequence of working out educational questions by stages, timing and other issues. The plan and organizational instructions are developed by the leadership headquarters textually, with the attachment of maps, diagrams and approved by the head of the exercise no later than two weeks before its start.

Deputy and assistant leaders develop textually or graphically private plans, in which they indicate educational goals for the appropriate formation (categories of trainees), the situation and the content of the questions to be worked out at various stages of the teaching. Private plans are approved by the leader of the exercise.

The political work plan is developed by the party committee of the facility.

The simulation plan is developed by the assistant simulation exercise leader textually with a diagram that indicates the places, types and times of simulation, control signals, forces and means allocated to perform simulation work, as well as measures to protect the places of simulation. And security. The simulation plan is approved by the leader of the exercise.

Conducting an integrated exercise. It is advisable to start a comprehensive exercise with the delivery of an order from the head of the district defense department to the head of the object’s civil defense on bringing the defense to readiness.

The introduction of a threat of an enemy attack makes it possible to gradually build up the situation and in more detail check the reality of the object's civil defense plan. In this case, the measures provided for in the civil defense plan for the period of the threat of an enemy attack are carried out and, accordingly, the stages of the exercise are specified, the number and content of which depend on the topic, educational goals and scope of the exercise, as well as the time allotted for it.

On first stage- civil defense measures carried out during the threat of an enemy attack: warning and gathering of the commanding, command and command personnel and formations, the deployment of command posts, alerting defensive structures, issuing and preparing funds individual protection, production of anti-dust cloth masks and cotton-gauze bandages, organization and increase of the stability of the object, as well as other measures provided for by the real plan of the object's civil defense.

On next steps measures are being worked out for dispersal and evacuation and for conducting rescue and urgent emergency recovery operations.

After working out all the planned educational questions and stages, the practical actions of the trainees at the command (signal) of the leader of the exercise are over. The leader gives instructions on the place and time of the collection of formations, about further action the rest of the participants in the exercise, checking the availability of equipment, putting in order the training area, the place and time of the parsing. After the execution of these instructions and the corresponding reports of the deputies, assistants and the chief of staff of the leadership, the leader of the exercise announces the end of the exercise.

The analysis of the doctrine must be prepared carefully and comprehensively. Analysis is the final part of the teaching. A comprehensive analysis of the students' actions is carried out, the results of the exercises are summed up and the degree to which the set educational goals have been achieved is determined. The analysis is first carried out with the leadership and commanding staff, and then with all the participants. The leader of the exercise evaluates the actions of the trainees and sets tasks to eliminate the identified deficiencies.

After a general analysis, deputies and assistants to the head conduct private analyzes with certain categories of trainees, as well as with services and formations.

The results of the complex exercise are presented by a report to the headquarters of the district civil defense; on the basis of the exercise, a plan of practical measures is developed to eliminate the identified deficiencies at the facility.
