In practice, situations often arise when citizens lose their pension certificates and do not know how to restore SNILS when lost... In this case, the first rule to adhere to is to remain calm and not worry unnecessarily. This is not a critical situation and it is quite possible to restore SNILS without unnecessary delays. But we will talk about how to restore SNILS in case of loss, in this material.

How to restore SNILS when lost?

First, it is worth clarifying what SNILS is. This abbreviation means the personal insurance number of a citizen, which is assigned to him in the system pension insurance... It cannot be transferred to another person. The number is indicated on the pension certificate, which is a green plastic card issued by the Pension Fund.

It does not matter who and under what circumstances lost SNILS, it must be restored. Please note that restoring SNILS means getting a duplicate of this document.

Some people think that if a document disappeared as a result of theft, when, for example, a bag or other documents were stolen, including this one, in order to restore SNILS, one must wait for the necessary investigative actions and the closure of the case. But the law says that in such a situation, SNILS can be restored even before the end of the investigative actions. What to do in this case and how to restore SNILS in case of loss, read on.

Where to restore SNILS in case of loss

The first thing to do when you lost SNILS is to come to the Pension Fund and leave a corresponding statement there. To do this, there are two ways to submit a petition:

Through the employer, when you ask the HR department to issue you a duplicate of the document;
independently submitting an application to the Pension Fund, providing an identity card there.

However, you need to know that you can restore SNILS in case of loss only within a month after it was discovered given fact... In addition, if a document issued for a child under 14 is lost, SNILS can be restored only on the basis of an appeal to the Pension Fund of his parents, trustees, guardians or other persons who represent his interests. Upon reaching this age, the child, if he has lost SNILS, must independently restore SNILS in case of loss, presenting his passport to the pension fund employee for this.

Registration of a new SNILS

To restore SNILS in case of loss, you need to perform the following actions:

Apply to the Pension Fund office on your own. It is advisable to come to the branch that is located at your place of residence. There it is necessary to show the passport to the employee of the pension fund and ask him for a special application form, which is filled out in case you have lost SNILS. The completed application is submitted for verification and no more than three days later you will be able to restore SNILS using it. You can pick it up at the same office to which the documents were submitted.

In the event that you decide to restore SNILS in case of loss through the employer, you must also fill out an appropriate application with a request to restore SNILS in case of loss, but already in the personnel department at your enterprise. An employee of the personnel department takes your application, as well as a copy of your citizen's passport, draws up an inventory of documents and with this package goes to the Pension Fund. When the document is ready, an employee of the personnel department at your company takes the document from the Pension Fund and must give it to you within a week. When you receive a duplicate of SNILS, you must write it down in a special statement. This document is sent to the Pension Fund for reporting.

Pay attention to the timing of the duplicate production. Many are interested in the question how much SNILS is done when lost... As you can see, the answer depends on which recovery method you choose. If you apply to the Pension Fund on your own, the term is significantly reduced. In this case, SNILS can be restored in case of loss in three days, while through the employer this period can take up to two weeks.

Recovery nuances

You need to understand that when you lose SNILS, in fact, you only lose the document. The number itself, which is assigned to you, remains the same. No matter what happens, the data about him and about you, as about his owner, remain in the Pension Fund. The number is assigned to you for the rest of your life. This means that you receive a duplicate pension certificate with the same SNILS number.

The Law on Individual Personified Accounting No. 27-FZ of 01.04.1996, namely paragraph 1 of Article 9, determines the obligation to issue insurance certificates for the employer. In other words, when a citizen is employed who does not have and has never been issued SNILS, the employer is obliged to send information to the FIU to create and issue a mandatory document - an insurance certificate.

Officials have fixed specific terms for those who must take ADV 1. Moreover, the term and form of employment does not affect the employer's obligation to submit information. That is, if a citizen is hired temporarily or for GPC agreement, either for a freelance position, or for several days, you will have to provide information.

Consequently, the employer no later than 14 calendar days from the date formal employment is obliged to provide to the FIU a special questionnaire of the insured person in the form of ADV 1. Such norms are regulated in paragraph 9 of the Instruction, approved. By order of the Ministry of Health and Social Development of Russia dated December 14, 2009 No. 987n.

If the new employee does not have SNILS, then in such a situation, before filling out the ADV 1 form, ask the employee to write an application for issuing him an insurance certificate. The application can be made in any form. Sample form:

Form a questionnaire based on the application. Use the unified form approved by the Resolution of the Pension Fund of the Russian Federation dated January 11, 2017 No. 2p.
