A single emergency number "112" has been operating in the Ulyanovsk region for several years. The number of calls is increasing every year.

Every day the dispatchers of the "Rescue Service-112" receive over a thousand calls, of which 80% are false. So, in June, the unified dispatch service in Ulyanovsk received more than 30 thousand false calls.

Fake calls, as a rule, come in two categories: with reports of "imaginary" incidents or the so-called "childish prank". " Only a sane person who has reached the age of sixteen at the time of committing an administrative offense can be brought to administrative responsibility. A false report about a terrorist act implies criminal liability. Under article 87 of the Criminal Code of the Russian Federation, persons who have reached the age of 14 are criminally liable.

In the case when an administrative offense was committed by a teenager under the age of 16, and a criminal offense under the age of 14, then liability does not arise, and the case is referred to the commission on juvenile affairs, which applies educational measures to adolescents. In addition to these measures, the parents of a minor offender are brought to administrative responsibility for failure to fulfill their obligations to support and educate minors (Article 5.35 of the Code of Administrative Offenses of the Russian Federation). What is the fine for a false call of firefighters in Russia

In accordance with Articles 19.13 of the Code of Administrative Violations, No. 195 FZ of the Russian Federation, which also provides for punishment for knowingly calling an ambulance and the police, for the first time the violator receives a notice of a fine, the amount of which ranges from 1 to 1.5 thousand rubles. Responsibility is borne by a person who is 16 years old or more. If information about a terrorist attack appeared in the call, it will be about criminal liability, starting from the age of 14. The responsibility for the behavior of younger children falls on the shoulders of their parents. And adults can be brought to administrative responsibility for unfair performance of parental duties in accordance with Articles 5.35 of the Code of Administrative Offenses of the Russian Federation. Fines for false calls to rescue services

The first category is a fine for making a false call to firefighters, police, ambulance, or other specialized services in the amount of 1,000 to 1,500 rubles. If the call is made by a child or a group of children, then their parents or legal representatives bear administrative responsibility. The second category is the so-called "telephone terrorists" who leave false messages about an impending terrorist act. Such actions fall under Art. 207 of the Criminal Code of the Russian Federation. A joke at the cost of life

The city authorities are concerned about the situation: over the past period of 2016, more than 5% of calls to emergency services turned out to be "dummies". The alternative punishment is one hundred hours of community service.

The deputies also thought about chronic cases. For a repeated call without a valid reason, the amount of the fine will increase to 5 thousand rubles, and it will take two hundred hours to work for the good of society.

  • The numbers of the jokers are entered into a special register. Blocking of SIM cards is not provided, because a person may actually need help.
  • There are plans to install a filter for receiving calls from phones without SIM cards. In order to leave a request, a person will have to dial a few additional numbers. As the developers assure, this will not affect the efficiency, but it will allow filtering fake calls.

Distinguish between terrorism and hooliganism

It is unlikely that ordinary citizens are ready to distinguish between telephone terrorism and hooliganism. The first includes inappropriate reports of explosive devices or other terrorist threats. They are especially popular with schoolchildren who do not want to write another dictation. Meanwhile, this offense involves criminal liability (up to 5 years in prison) and a fine (up to 1 million rubles).

In the case of telephone hooliganism, we are talking about calling the emergency special services in situations where there are no victims or those who need help.
