VII. CONTROL OF COMPLIANCE WITH THE NORMS, RULES AND REQUIREMENTS OF THE PB DURING THE OPERATION OF ASPTS (ASPS)

36. Responsibility for organizing the operation of ASPT (ASPS) is assigned to the managers of facilities that are protected by fire automatics.

37. In the process of a detailed examination of the ASPS (ASPS), a representative of the State Fire Service authorities checks the availability of the necessary technical documentation for the installation, analyzes its condition, conducts an external inspection and performance control.

38. Requirements for operational technical documentation for ASPT (ASPS).

38.1. For each ASPT (ASPS), an order or instruction for the enterprise (organization) must be issued, appointing:

  • the person responsible for the operation of the installation;
  • operational (on-duty) personnel for round-the-clock monitoring of the operable state of the installations.
  • 38.2. For each ASPT for the persons responsible for the operation of the installation, and for the personnel servicing this installation, operating instructions should be developed taking into account the specifics of the protected premises, approved by the management of the enterprise and agreed with the organization carrying out maintenance and repair of the ASPT.

    The person responsible for the operation of the ASPT must promptly inform the local authorities of the State Fire Service about failures and operation of the installations.

    38.3. Operational (on-duty) personnel must have and fill out the "Installation Fault Log" (Appendix 33).

    38.4. An enterprise that carries out maintenance and repair of ASPT must have a license from the State Fire Service of the Ministry of Internal Affairs for "Installation, adjustment, repair and maintenance of equipment and fire protection systems."

    It is allowed to carry out maintenance and repair by specialists of the facility who have the appropriate qualifications. At the same time, the procedure for carrying out work on maintenance and repair must comply with these methodological recommendations.

    Recovery of ASPT or ASPS after its operation or failure should not exceed:

  • for Moscow, St. Petersburg, administrative centers of autonomous entities as part of Russian Federation- 6 h;
  • for other cities and towns - 18 hours.
  • 38.5. Between the operating organization and the enterprise carrying out maintenance and repair, an "Agreement for the maintenance and repair of automatic fire extinguishing installations" must be concluded and valid.

    38.6. In the control room there should be an instruction on the procedure for the dispatcher on duty when receiving alarm signals.

    38.7. The adoption of ASPT for maintenance and repair should be preceded by an initial inspection of the installation in order to determine its technical condition.

    The primary examination of the ASPT should be carried out by a commission, which includes a representative of the GPN bodies.

    Based on the results of the inspection of ASPT, an "Act of the initial inspection of automatic fire extinguishing installations" (Appendix 34) and an "Act for the work performed on the initial inspection of automatic fire extinguishing installations" (Appendix 35) should be drawn up.

    38.8. For an installation accepted for maintenance and repair, after the conclusion of the contract, the following must be completed:

  • the passport automatic installation fire extinguishing (Appendix 36);
  • register of works on maintenance and repair of automatic fire extinguishing installations (Appendix 37). It should record all maintenance and repair work, including quality control. One copy of this log should be kept by the person responsible for the operation of the installation, the second - in the organization performing maintenance and repair. The log should also indicate the safety briefing of the personnel carrying out maintenance and repair, responsible for the operation of the installation. The pages of the journal must be numbered, laced and sealed with the seals of organizations serving ASPT and carrying out maintenance and repair;
  • maintenance and repair schedule (Appendix 38). The procedure for maintenance and repair of ASPT, as well as the period for eliminating the failure of installations, must comply with these methodological recommendations. The list and frequency of maintenance work must comply with the standard maintenance procedures for ASPT (ASPS) (appendices 39-43);
  • scroll technical means included in ASPT and subject to maintenance and repair (Appendix 44);
  • technical requirements, which determine the performance parameters of ASPT (Appendix 45).
  • 38.9. The following technical documentation must be available at the enterprise:

  • act of primary examination of ASPT;
  • an act on the work performed on the primary inspection of the ASPT;
  • contract for maintenance and repair;
  • maintenance and repair schedule;
  • technical requirements that determine the performance parameters of ASPT;
  • a list of technical means included in ASPT and subject to maintenance and repair;
  • call log;
  • act of technical examination of ASPT;
  • project at ASPT;
  • passports, certificates for equipment and devices;
  • a list of installed equipment, assemblies, instruments and automation equipment;
  • passports for charging cylinders of installations gas fire extinguishing;
  • installation instruction manual;
  • journal of registration of works on maintenance and repair;
  • duty schedule of operational (duty) personnel;
  • log of acceptance of duty by operational personnel;
  • magazine of weighing (control) of cylinders with fire extinguishing composition of gas fire extinguishing installations.
  • 38.10. All necessary documentation on ASPT (or its copy) must be kept by the person responsible for the operation of ASPT.

    39. During an external inspection of the ASPT and the premises protected by it, it is necessary to check compliance with the project:

  • characteristics of the protected premises and its combustible load;
  • modifications of sprinklers of fire extinguishing installations, the method of their installation and placement;
  • cleanliness of sprinklers;
  • pipelines of installations (it is not allowed to use pipelines of fire extinguishing installations for suspension, attachment, connection of equipment that is not related to ASPT);
  • light and sound signal ization located in the control room;
  • telephone connection of the control room with fire department business or locality.
  • 40. In the process of monitoring compliance with the norms, rules and requirements of the industrial safety during the operation of ASFS, it is necessary to check their operability and conduct tests (without the release of a fire extinguishing agent), confirming the implementation of the main signals and commands by the installation.

    41. Features of the control of water and foam fire extinguishing installations during operation
    41.1. When conducting a survey of the technical condition of water and foam fire extinguishing installations, it is necessary to be guided by GOST R 50680-94 "Automatic water fire extinguishing installations. General technical requirements. Test methods", GOST R 50800-95 "Automatic foam fire extinguishing installations. General technical requirements. Test methods" and the requirements of these rules.

    41.2. During the inspection of water and foam fire extinguishing installations, the following should be checked:

    41.2.1. Condition of sprinklers (in places where there is a risk of mechanical damage, sprinklers must be protected by reliable fences that do not affect the irrigation map and the distribution of heat flows).

    41.2.2. Sizes of sprinklers (within each distribution pipeline (one section), sprinklers with outlets of the same diameter should be installed).

    41.2.4. Availability of a supply of sprinklers (should be at least 10% for each type of sprinklers from among those mounted on distribution pipelines, for their timely replacement during operation).

    41.2.5. Protective covering pipelines (in rooms with a chemically active or aggressive environment, they must be protected with acid-resistant paint).

    41.2.6. The presence of a functional diagram of the piping of control units (each node should have a functional diagram of the piping, and in each direction - a plate indicating the operating pressures, protected premises, the type and number of sprinklers in each section of the system, the position (state) of the locking elements in standby mode) .

    41.2.7. Availability of emergency water storage tanks for firefighting purposes with devices that exclude water consumption for other needs.

    41.2.8. The presence of a reserve stock of foam concentrate (100% reserve stock of foam concentrate must be provided).

    41.2.9. Provision of premises pumping station telephone communication with the control room.

    41.2.10. The presence at the entrance to the premises of the pumping station of the sign "Fire extinguishing station" and a constantly functioning light panel with a similar inscription.

    41.2.11. The presence of clearly and accurately executed piping schemes for the pumping station and circuit diagram fire extinguishing installations. All indicating measuring instruments must have inscriptions on working pressures and the permissible limits of their measurements.

    41.2.12. Installation testing period (testing of water and foam fire extinguishing installations during their operation should be carried out at least once every 5 years).

  • install plugs and plugs instead of opened or faulty sprinklers, as well as install sprinklers with a lock melting temperature other than that provided for by the project documentation;
  • store materials at a distance of less than 0.6 m from sprinklers;
  • use pipelines of fire extinguishing installations for suspension or fastening of any equipment;
  • connect production or plumbing equipment to the supply pipelines of the fire extinguishing installation;
  • install shut-off valves and flange connections on supply and distribution pipelines;
  • use internal fire hydrants installed on the sprinkler network for other purposes than extinguishing a fire;
  • use compressors for purposes other than ensuring the operability of the installation.
  • 42. Features of the control of gas fire extinguishing installations during operation
    42.1. In the process of control of the UGP during operation, it is necessary to:

  • conduct an external inspection constituent parts installation for the absence of mechanical damage, dirt, fastening strength, the presence of seals;
  • check the working position of the shut-off valves in the incentive network and starting cylinders;
  • control the main and backup power supply, check the automatic switching of power from the working input to the backup one;
  • control the amount of OTV by weighing or controlling pressure (for centralized UGP - the main and reserve amount of OTV, for modular UGP - the number of OTV and the availability of its stock);
  • check the operability of the components of the installation (technological part, electrical part);
  • check the operability of the installation in manual (remote) and automatic modes;
  • check the availability of metrological verification of instrumentation;
  • measure the resistance of protective and working grounding;
  • measure the insulation resistance of electrical circuits;
  • check the availability and validity period of the technical examination of the components of the UGP working under pressure.
  • 42.2. The control and testing of the UGP should be carried out without the release of a fire extinguishing composition according to the methods set forth in GOST R 50969-96.

    42.3. The control of the mass (pressure) of the GOS, the control of the gas pressure in the incentive cylinders must be carried out within the time limits established by the TD for the UGP, with a note in the log. The requirements for GOS and propellant gas used for refueling (pumping) UGP should be the same as for the initial refueling.

    42.4. Fire extinguishing stations must be equipped and maintained in a condition consistent with design decisions.

    42.5. If during the operation of the UGP its operation or failure occurred, the operability of the UGP should be restored (refueling with GOS, propellant gas, replacement of modules, squibs in launch cylinders, switchgear, etc.) within the established time limits and appropriate entries in the journal .

    In the case of using the GOS from the stock of the UGP, it must be restored simultaneously with the restoration of the efficiency of the UGP.

    43. Features of the control of aerosol fire extinguishing installations during operation
    43.1. When examining objects protected by AAP, it is necessary to check compliance with a number of regulatory requirements.

    43.1.1. The requirements of the maintenance schedule for the examined AAP must not be lower than the requirements of the "Typical maintenance schedule for aerosol fire extinguishing installations".

    43.1.2. If mechanical damage is possible at the installation site of the GOA, then they must be protected.

    43.1.3. GOA installation sites and their orientation in space must comply with the project.

    43.1.4. GOA must have seals or other devices confirming their integrity.

    43.1.5. The combustible load of the room protected by the AAP, its leakage and geometric dimensions must comply with the project.

    43.1.6. Combustible materials should not be located on the surface of the GOA and in the zone of influence of a high-temperature aerosol jet.

    43.1.7. Electric wires intended for supplying an electrical impulse to the GOA launcher must be laid and protected from thermal and other influences in accordance with the project.

    43.1.8. The stock of GOA must correspond to the project.

    43.1.9. Light and sound alarms must be in good working order in the protected room and in the room on duty.

    43.1.10. There should be instructions for the maintenance personnel located in the protected room on the actions to be taken when the aerosol fire extinguishing installation is triggered.

    44. Features of control modular installations powder fire extinguishing during operation
    44.1. The list and frequency of maintenance work is determined in accordance with the regulations drawn up by the MAUPT developer on the basis of the technical documentation for the components. The requirements of the maintenance schedule for a specific MAUPT must not be lower than the requirements of the standard maintenance schedule (Appendix 42).

    44.2. The GPN checks the availability of entries in the register of maintenance and current repairs of the MAUPT in accordance with the regulations and checks the maintenance of the passport of the pressure vessel (if necessary, in accordance with PB 10-115-96).

    44.3. In addition, representatives of the GPN conduct an external inspection of the MAUPT in accordance with clause 34.5 of these recommendations.

    45. Features of systems control fire alarm and automation of fire extinguishing installations during operation
    45.1. When checking the organization of operation of PS and AUP, a representative of the GPN bodies must:

  • make sure that there is an order (instruction) of the administration of the facility on the appointment responsible person for the operation of installations and personnel for maintenance and operational round-the-clock control of substations and AUPs;
  • get acquainted with the technical documentation (project, working or as-built drawings, acts of acceptance and commissioning of installations, passports for instruments and equipment, operating instructions for installations, maintenance schedule, list of routine maintenance, register of maintenance and malfunctions of installations, job descriptions for maintenance and operational personnel, the program and methodology for complex testing of installations);
  • check the ability of the on-duty (operational) and maintenance personnel to work with alarm control panels (boards), as well as their knowledge of the procedure for checking the operability of installations and actions when detectors and devices are triggered;
  • carry out control of the technical condition, check the operability of PS and AUP;
  • check the availability and serviceability of telephone communication with the fire station or the control panel of the facility.
  • 45.2. When monitoring the technical condition, conduct an external inspection of the equipment (fire detectors and their sensitive elements, protective nets and glasses must be cleaned of dust). Check the presence of seals on the elements and assemblies to be sealed.

    45.3. The orientation of the PI flame must match the design.

    45.4. When checking the performance, the representative of the GPN must:

  • make sure that the detectors are triggered and the corresponding notifications are issued to the control panel and control signals from the control panel;
  • verify the operability of the substation loop along its entire length by simulating an open or short circuit at the end of the substation loop, and also check the serviceability of the start-up electrical circuits;
  • verify the operability of control panels, as well as control devices together with peripheral devices (sirens, actuators).
  • 45.5. The checks in 45.4 shall be carried out by persons responsible for the operation of the systems.

    1. AUTOMATIC FIRE EXTINGUISHING.

    For fire fighting are provided:
    - automatic installation of sprinkler water fire extinguishing with water mist with installation of fire hydrants on the supply pipelines internal fire extinguishing for the protection of premises;
    -internal fire-fighting water supply system to protect service and auxiliary premises;
    - fire fighting pumping station equipment.
    To protect the premises of the TEC, there is a water-filled sprinkler installation for automatic fire extinguishing with water mist (water mist) using water mist sprinklers CBS0-PHo (d) 0.07-R1 / 2 / P57.B3 "Aquamaster".
    Automatic water sprinkler fire extinguishing installation consists of:
    - supply pipelines;
    - fire extinguishing station NS 70-65-3/100, which consists of
    - pump station module (MNS 70-65);
    - a module for two sprinkler control units MUU-ZS (MUU-3/100);
    - module for connecting mobile fire fighting equipment.
    Technical data of the fire extinguishing installation:
    As a control device for the pumping station, the "Potok-3n control device" manufactured by Bolid is used.
    The "S2000M" panel provides receiving signals, through addressable devices, from standard automatic addressable and manual call points, as well as technological sensors of fire extinguishing systems.
    The system has an interface line, which is a two-wire communication line of the main structure with visual and sound indication of alarm and malfunction on the system devices. Possibility of programming devices for signaling the state of the fire extinguishing installation.
    Optionally installed modules make it possible to protect technical premises with discrete smoke detectors, which are used for automatic control engineering systems; issuing information to light and sound annunciators, issuing sound notifications and documenting events. The indication module "S2000 BI version 01" is installed in the duty personnel room, which makes it possible to obtain a visual control of the operation of the equipment of the automatic fire extinguishing pumping station.
    A fire tank is used as a source of water supply.

    The principle of operation of the water fire extinguishing installation.
    In standby mode, the supply pipeline (to the control units), the supply and distribution pipelines are filled with water and are under pressure P=0.5 MPa (50 m) created by the jockey pump.

    Automatic start-up is carried out using the contacts of the Potok 3N device, which ensure the activation of the pumps of the fire-fighting booster pumping station. Remote start-up of automatic smoke protection and warning people about a fire is carried out from manual fire detectors installed on evacuation routes. Manual start-up of booster pumps is carried out at the location of the equipment on the pump control cabinets.
    After extinguishing the fire, it is necessary;
    - check the sprinklers and pipelines that were in the combustion zone, failed - replace;
    - fill distribution, supply and supply pipelines with water;
    - bring the opened control unit into working condition;
    - Bring the automation elements into a state of control.
    When operating the installations, it is necessary to carry out following rules:
    1) repair work related to the installation and dismantling of equipment should be carried out in the absence of pressure in the repaired unit;
    2) cleaning and painting of pipelines located close to current-carrying elements is allowed only when the voltage is removed from them with the issuance of a work permit;
    3) persons involved in the performance of hydraulic tests, at the time of testing, must be in safe places or behind a specially provided screen;
    4) hydraulic and pneumatic testing of pipelines must be carried out in accordance with approved instruction pipeline testing;
    5) lubrication of engines on the move, tightening of bolts on moving parts of mechanisms is not allowed;
    6) safety instructions and posters should be posted in the control room and in the fire extinguishing station;
    7) to carry out repair work on electrical equipment after a power outage;
    8) when carrying out adjustment, repair and maintenance work, it must be taken into account that the automatic fire extinguishing installation, when power is removed from any control cabinet (box), on electrical devices, terminal blocks of this device, voltage of 220V, 50 Hz may be present, since the automation control circuits are interconnected , and the rest of the sources are not de-energized, therefore, before carrying out these works, it is necessary to carefully study the power supply circuit of the consumers of the installation, then de-energize the necessary devices;
    9) when performing work with electrical equipment, it is necessary to have dielectric mats and gloves;
    10) when doing repair work portable lamps with a voltage not higher than 42 V should be used;
    11) all non-current-carrying parts of electrical equipment that may become energized as a result of insulation failure must be grounded (zeroed);
    12) all work should be carried out only with a serviceable tool, it is prohibited to use wrenches with extended handles, tool handles must be made of insulating material.
    Operation of a fire extinguishing pumping station.
    1 To turn off the fire pumps, make sure the fire is contained;
    2 If the fire is extinguished or it is found that a false alarm has occurred

    To put the fire pumping station into standby mode, the following steps must be taken:

    4 Turn on all power supplies in the electrical panel of the pumping station;
    5 Move the pump mode knobs on the pump control cabinets (main standby and jockey) to the "remote" position;
    To test the operation of the pumps in manual mode (primary standby and jockey), move to the "local." and briefly press the pump start button (green) on the control cabinet and after making sure (1-2 seconds) that the pumps are working, press the pump stop button (red) on the control cabinet for a short time.

    2. AUTOMATIC FIRE ALARMS AND EMS
    The automatic fire alarm system (APS) is designed to detect the early stages of fire and smoke in commercial and office premises ____________, turn on the voice warning system to organize the evacuation of people and turn on active fire protection (APZ).
    The number of sound annunciators (sirens), their placement and power provide the necessary audibility in all places of permanent or temporary stay of people.

    Fire alarm station Z-101.
    The fire alarm station is designed to receive signals from detectors, addressable devices and control technological equipment.
    The output of information about the state of the fire alarm system is carried out on the display located on the front panel, which makes it possible to display information about the state of the system in real time.
    It has 2 ring loops with 250 addresses each.
    It has an RS-485 output for connecting remote keyboards (up to 5 pcs.).
    Z-101 is a complete fire alarm station with a full set of necessary functions.
    Stations receive and process information from peripheral devices.
    Each station has 5 programmable outputs, as well as a "Fire" relay and a "Fault" relay. There is also a 24V output and an output for an external siren.
    Each station has a built-in printer with the ability to filter printed events.
    Log 999 events.
    Analogue addressable smoke detector Z-051.
    The detector Z-051 is designed to work with equipment of the Z-line series. The out-broadcaster is connected to the address loop (up to 250 addresses). Designed for opto-electronic detection of combustion products. It has a built-in indicator (LED). For internal use. The detector is programmed using the Z-511 address programmer.

    Fire detector manual addressable Z-041.
    The Z-041 module is designed to work with Z-line series equipment. The manual announcer is installed on evacuation routes, stairwells. When you press the glass, a microswitch is activated. Restoring the detector to a working state is carried out using the key.
    Short circuit insulator Z-011
    The Z-011 module is designed to work with Z-line series equipment. The module is connected to an address loop (up to 250 addresses).
    Purpose:
    In the event of a short circuit in the loop, the short-circuited part of the loop is disconnected between the two nearest short-circuit modules.
    It has a built-in indicator (LED).
    The number of modules in the loop is not limited.
    Has no address.
    Input module Z-021
    The Z-021 module is designed to work with Z-line series equipment.
    The module is connected to an address loop (up to 250 addresses).
    Purpose:
    - Designed to receive a signal from external sources of alarm.
    - Contains an input with a 2 kΩ terminating resistor.
    - Monitors the signal line for short circuit and OPEN.
    - Has a built-in indicator (LED). The module is programmed using the Z-511 address programmer.
    Application:

    - Flame detectors with relay outputs.

    Output module Z-022
    The Z-022 module is designed to work with Z-line series equipment.

    Application:

    Instructions for the actions of the personnel on duty in the event of a fire alarm or malfunction
    Upon receipt of the "FIRE" signal (switching on of a smoothly changing sound signal and the red LED indicator "Fire" on the front panel of the "Z-101" device):
    1. Report the incident to fire department(FC-12) by phone 01 or _____________; inform the address of the object where it burns (the place of ignition), what it threatens (information about the fire is displayed on the LCD display - displaying the fact of a fire alarm and detailed information about the place of the fire).
    2. Report the incident to the person responsible for fire safety __________________ by tel. __________________, head of the DPD _________________, tel. ________________, to CEO __________________ by phone. ______________.
    3. Check the inclusion of the smoke exhaust system, fire extinguishing, fire alarm. If the warning system does not work in automatic mode, manual call points should be used, as well as notify the attendants and visitors by voice via radio broadcasting for the fastest and most timely evacuation of people or transmission additional features.
    4. Open all door locks at the main and emergency evacuation exits from the building, the chief power engineer (electrician) should de-energize the floor/building.
    5. Send a guard on duty or a member of the DPD to meet firefighters and escort them to the fire site.
    The fire alarm condition can only be reset by a manual reset (by pressing the "RESET" button on the front of the Z-101 control panel).

    When a "FAULT" signal is received on the fire alarm panel "Z-101" (an intermittent fault signal is issued to the built-in sounder and turns on the LED indicators on the front panel of the device):
    1. View detailed information about the malfunction on the display (also, information about the malfunction is printed on the built-in printer, namely the cause of the malfunction and the time the malfunction occurred). Try to switch the device by manual restart (by pressing the "RESET" button).
    2. If the normal operation of the device is not restored, it is necessary to reversibly remove some addressable devices of the loop from the equipment at the facility without reprogramming the entire system. For example, this may be a situation where it is necessary to turn off a faulty detector before the arrival of service personnel. To do this, in standby mode, press the "menu" key and enter the password 111111. After entering the correct password, the operator's menu will appear. Press "1" to enter disable device mode. The following devices can be disabled: detectors, input and output modules, sirens. If any of these devices is disabled, the Product's Disabled LED will illuminate. Shutdown information will be shown on the display.
    3. Call a specialized organization to fix the problem. Tel.__________________.
    Mute (Alerts):
    The built-in siren is turned off manually by pressing the Mute button. At the same time, the "Mute" LED on the front panel lights up. If "Z-101" is in an audible state or in a non-alarm surveillance state, the "Sound off" LED is on. on the front panel will turn off.
    Deleting alarm or fault information, restart:
    To delete information about fire alarm, monitoring or fault (malfunctions of the main or backup power are indicated by LEDs, this is not shown on the display), press the "Reset" key by restarting "Z-101". Information about turning off the device will be removed from the display after canceling the turning off of the device (i.e. turning it on); fault information will be deleted after the fault is corrected.
    System testing:
    On the information interface, press the "Test" (self-test) key to test on the LCD screen, the LEDs on the front panel light up and the sirens are activated. After the self-test, the pending request state is automatically returned.
    Key lock:
    On the front side of the "Z-101" there is a lock with a key to lock and unlock the keys. Turning the key to the left locks the keyboard. In this state, the operator can only silence the alert by pressing the Mute button. When the key is turned to the right, all keyboard functions are available.
    Automatic and manual modes:
    To switch between manual/automatic modes, press the "manual/auto" key and then enter the correct password 111111. If the Device is in automatic mode, the "automatic/manual" LED will be lit. When the instrument (Z-101) is in manual mode, the LED is off. The instrument (Z-101) in manual mode will not send any control signal automatically. In this case, the control is carried out manually.
    Entering a text description of the location of the address device (descriptor):
    To enter location information in the administrator menu, press the 4 key to exit to the descriptor entry screen. When you enter the device address and press the "Enter" key, the display shows the available text information. To select the input mode, press the "Test" key. After selecting the input mode, enter the address (location) of the device.

    3. SMOKE EXHAUST SYSTEM
    Fire safety ventilation systems are provided:
    - equipment with separate ventilation systems for rooms of various functional purpose;
    - installation of fire-retardant dampers with standardized fire resistance limits in places where air ducts cross fire barriers (walls and ceilings);
    - automatic shutdown of general ventilation in case of fire and activation of the smoke ventilation system;
    - thermal insulation from non-combustible materials.
    - air ducts of smoke exhaust systems and transit air ducts of ventilation systems are covered with a fire retardant composition.
    The smoke exhaust system turns on automatically when the fire alarm system is started and the general ventilation is turned off (if the alarm system did not work automatically, it must be started from manual call points).

    ANNEX 1.
    Responsibilities of maintenance and operating personnel.
    1.3.1. At the facilities, all types of maintenance and preventive maintenance work, as well as the maintenance of fire automatics installations, must be carried out by the facility’s own specialists who have undergone appropriate training, or under a contract by organizations that have a license from the GPN management bodies for the right to perform installation, commissioning and maintenance of fire automatics installations.
    1.3.2. At each facility, the following personnel should be appointed for the operation and maintenance of fire automatics installations in a technically sound condition by order of the head:
    - the person responsible for the operation of fire automatics installations;
    - specialists who have been trained to perform maintenance and preventive maintenance of fire automatics installations (in the absence of an agreement with a specialized organization);
    - operational (duty) personnel to monitor the state of installations, as well as call the fire brigade in case of a fire.
    1.3.3. Control over compliance with maintenance and preventive maintenance regulations, timeliness and quality of work performed by a specialized organization should be entrusted to the person responsible for the operation of fire automatics installations.
    1.3.4. The person responsible for the operation of fire automatics installations is obliged to ensure:
    - fulfillment of the requirements of these rules;
    - acceptance of work on maintenance and preventive maintenance in accordance with the schedule and schedule of work under the contract;
    - maintenance of fire automatics installations in good working order by carrying out timely maintenance and repair work;
    - training of maintenance and duty personnel, as well as instructing persons working in protected premises on actions when fire automatics are triggered;
    - information to the relevant control bodies of the GPN on all cases of failures and operation of installations;
    - timely submission of complaints: to manufacturers - in case of delivery of incomplete, low-quality or non-compliant with the regulatory and technical documentation of instruments and equipment of fire automatics installations; installation organizations - in case of detection of poor-quality installation or deviations during installation from the project documentation that have not been agreed with the project developer and the state fire supervision authority; service organizations - for untimely and poor-quality maintenance and repair of installations and fire automatics.
    1.3.5. Maintenance personnel of the facility or a representative of a specialized
    organizations are required to know the device and principle of operation of the fire automatics installation at the facility, to know and comply with the requirements of these Rules, the Operating Instructions for this installation.
    1.3.6. Persons who have discovered a malfunction of the installations are obliged to immediately report this to the duty personnel, and the latter to the person responsible for the operation of the system, who is obliged to take measures to eliminate the identified malfunctions.
    1.3.7. The service personnel of the facility or a representative of the service organization, carrying out maintenance and repair of fire automatics installations, must carry out routine maintenance within the established time limits and maintain the relevant operational documentation given in the annexes to these Rules.
    1.3.8. It is forbidden during operation to turn off fire automatics installations, as well as to introduce changes to the adopted protection scheme without adjusting the design and estimate documentation, which are not agreed with the territorial control body of the GPN.
    1.3.9. The administration of the facilities is obliged to ensure, during the period of maintenance and preventive maintenance work, the implementation of which is associated with the shutdown of installations, the fire safety of the premises protected by the installations by compensatory measures, the notification of the authorities of the GPN and, if necessary, private security.
    1.3.10. Operational (duty) personnel should know:
    - Instructions for operational (duty personnel);
    - tactical and technical characteristics of devices and equipment of fire automatics installations mounted at the enterprise, and the principle of their operation;
    - name, purpose and location of the premises protected (controlled) by the installations;
    - the procedure for starting the fire automatics installation in manual mode;
    - the procedure for maintaining operational documentation;
    - the procedure for monitoring the operable state of the fire automatics installation at the facility;
    - the procedure for calling the fire brigade.

    This Standard Instruction contains the basic requirements for the operation of technological equipment of water fire extinguishing installations used in energy enterprises, as well as the procedure for flushing and pressure testing pipelines of fire extinguishing installations. The volume and sequence of control of the state of technological equipment, the timing of the revision of all equipment of fire extinguishing installations are indicated, and basic recommendations for troubleshooting are given.

    Responsibility for the operation of fire extinguishing installations has been established, the necessary working documentation and requirements for personnel training have been provided.

    The main safety requirements for the operation of fire extinguishing installations are indicated.

    Forms of acts of flushing and pressure testing of pipelines and fire tests are given.

    With the release of this Standard Instruction, the Standard Instruction for the Operation of Automatic Fire-Extinguishing Installations: TI 34-00-046-85 (M.: SPO Soyuztekhenergo, 1985) becomes invalid.

    1. INTRODUCTION

    1.1. The standard instruction establishes the requirements for the operation of technological equipment of water fire extinguishing installations and is mandatory for managers of energy enterprises, heads of workshops and persons appointed responsible for the operation of fire extinguishing installations.

    1.2. Technical requirements for the operation of technological equipment of foam fire extinguishing installations are set out in the “Instructions for the operation of fire extinguishing installations using air-mechanical foam” (M .: SPO ORGRES, 1997).

    1.3. When operating a fire alarm of an automatic fire extinguishing installation (AUP), one should be guided by the "Standard Instructions for the Operation of Automatic Fire Alarm Installations at Power Plants" (M.: SPO ORGRES, 1996).

    The following abbreviations have been adopted in this Model Instruction.

    2. GENERAL INSTRUCTIONS

    2.1. On the basis of this Standard Instruction, the organization that adjusted the process equipment of the AUP, together with the power company where this equipment is installed, must develop a local instruction for the operation of the process equipment.
    and AUP devices. If the adjustment was carried out by a power company, then the instructions are developed by the personnel of this enterprise. Local instruction must be developed at least one month in advance
    before the acceptance of the AUP into operation.

    2.2. Local instructions must take into account the requirements of this Model Instruction.
    and the requirements of factory passports and instructions for the operation of equipment, instruments and apparatus that are part of the AUVP. Reducing the requirements set out in these documents, not allowed.

    2.3. The local instruction must be reviewed at least once every three years and each time after the reconstruction of the AUP or in the event of a change in operating conditions.

    2.4. Acceptance of the AUP for operation should be carried out in the composition of representatives:

    energy companies (chairman);

    design, installation and commissioning organizations;

    state fire control.

    The work program of the commission and the acceptance certificate must be approved by the chief technical
    the head of the enterprise.

    3. SAFETY PRECAUTIONS

    3.1. During the operation of technological equipment of water fire extinguishing installations
    the personnel of power enterprises must comply with the relevant safety requirements specified in the PTE, PTB, as well as in the factory passports and operating instructions for a particular
    equipment.

    3.2. During the maintenance and repair of the AFS, when visiting the premises protected by the AFS, the automatic control of a specific distribution pipeline in this direction must be switched to manual (remote) before the last person leaves the premises.

    3.3. Pressure testing of pipelines with water should be carried out only according to an approved program,
    which should include measures to ensure the protection of personnel from a possible rupture of pipelines. It is necessary to ensure complete removal of air from the pipelines. Combining work on pressure testing with other work in the same room is prohibited. If pressure testing is carried out by contractors, then the work is carried out according to the work permit. The performance of these works by the operational or maintenance personnel of the power enterprise is documented in a written order.

    3.4. Before starting work, the personnel involved in pressure testing must be instructed in safety at the workplace.

    3.5. Unauthorized persons must not be in the room during the pressure test. Pressurization must be carried out under the supervision of a responsible person.

    3.6. Repair work on process equipment should be carried out after depressurizing this equipment and preparing the necessary organizational and technical measures established by the current PTB.

    4. PREPARATION FOR WORK AND CHECK
    TECHNICAL CONDITION OF THE FIRE EXTINGUISHING INSTALLATION

    4.1. Water fire extinguishing installation consists of:

    source of water supply (reservoir, pond, city water supply, etc.);

    fire pumps (designed for the intake and supply of water to pressure pipelines);

    suction pipelines (connecting the water source to fire pumps);

    pressure pipelines (from the pump to the control unit);

    distribution pipelines (laid within the protected premises);

    control units installed at the end of pressure pipelines;

    sprinklers.

    In addition to the above, based on the design solutions, the scheme of fire extinguishing installations can include:

    water tank for filling fire pumps;

    pneumatic tank for maintaining constant pressure in the network of the fire extinguishing installation;

    compressor for feeding the pneumatic tank with air;

    drain taps;

    check valves;

    dosing washers;

    pressure switch;

    manometers;

    vacuum gauges;

    level gauges for level measurement in tanks and pneumatic tank;

    other signaling, control and automation devices.

    The schematic diagram of the water fire extinguishing installation is shown in the figure.

    4.2. After graduation installation work suction, pressure and distribution pipelines must be flushed and subjected to hydraulic tests. The results of washing and pressing should be documented in acts (Appendices 1 and 2).

    If possible, the effectiveness of the fire extinguishing installation should be checked by organizing the extinguishing of an artificial fire source (Appendix 3).

    4.3. When flushing pipelines, water should be supplied from their ends towards the control units (in order to prevent clogging of pipes with a smaller diameter) at a speed of 15–20% more than the water speed during a fire (determined by calculation or recommendations of design organizations). Flushing should be continued until a stable appearance of clean water.

    If it is impossible to flush individual sections of pipelines, it is allowed to purge them
    dry, clean, compressed air or inert gas.

    4.4. Hydraulic testing of pipelines must be carried out under a pressure equal to 1.25 working (P), but not less than P + 0.3 MPa, for 10 minutes.

    To isolate the test section from the rest of the network, blind flanges or plugs must be installed. It is not allowed to use existing control units, repair valves, etc. for this purpose.

    After 10 minutes of testing, the pressure should be gradually reduced to working pressure and a thorough inspection of all welded joints and adjacent areas should be carried out.

    The pipeline network is considered to have passed the hydraulic test if there are no signs of rupture, leakage and drops in welded joints and on the base metal, visible residual
    deformations.

    The pressure should be measured with two manometers.

    4.5. Flushing and hydraulic testing of pipelines should be carried out under conditions
    preventing them from freezing.

    It is forbidden to backfill open trenches with pipelines that have been exposed to severe frosts, or to backfill such trenches with frozen soil.

    4.6. Automatic water fire extinguishing installations must operate in automatic start mode. For the period of stay in cable facilities of personnel (bypass, repair work
    etc.), the start-up of the installations must be switched to manual (remote) switching on (clause 3.2).

    5. MAINTENANCE OF FIRE EXTINGUISHING INSTALLATIONS

    5.1. Organizational events

    5.1.1. The persons responsible for the operation, overhaul and current repairs of the technological equipment of the fire extinguishing installation are appointed by the head of the energy enterprise, who also approves the schedules for technical supervision and equipment repair.

    5.1.2. The person responsible for the constant readiness of the technological equipment of the fire extinguishing installation must be well aware of the principle of the device and the operation of this equipment,
    and also have the following documentation:

    a project with changes made during the installation and commissioning of the fire extinguishing installation;

    factory passports and operating instructions for equipment and devices;

    given standard instruction and local operating instructions for technological equipment;

    acts and protocols for conducting installation and adjustment work, as well as testing the operation of process equipment;

    schedules for maintenance and repair of process equipment;

    "Journal of accounting for the maintenance and repair of a fire extinguishing installation."

    5.1.3. Any deviations from the scheme adopted by the project, replacement of equipment, additional
    installation of sprinklers or their replacement with sprinklers with large diameter nozzles must be preliminarily agreed with the design institute - the author of the project.

    5.1.4. To monitor the technical condition of the technological equipment of the fire extinguishing installation, a "Journal of accounting for the maintenance and repair of the fire extinguishing installation" should be maintained, which should record the date and time of the check, who carried out the check, the detected malfunctions, their nature and time of their elimination, the time of forced shutdown and on fire-extinguishing installations, ongoing testing of the operation of the entire installation or individual equipment. Approximate form the journal is given in Appendix 4.

    At least once a quarter, the content of the magazine should be reviewed against receipt by the chief technical manager of the enterprise.

    5.1.5. To check the readiness and effectiveness of the AUVP, once every three years, a complete revision of the technological equipment of this installation should be carried out.

    During the audit, in addition to the main work, pressure testing of the pressure pipeline is carried out and flushing (or purging) and pressure testing of distribution pipelines (clauses 4.2–4.5) in the most aggressive environment (dampness, gas contamination, dust) are carried out in two or three directions.

    If deficiencies are found, it is necessary to develop measures to ensure full
    their elimination in a short time.

    5.1.6. Automatic fire extinguishing installation in accordance with the approved schedule
    by the head of the relevant department, but at least once every three years they must be tested (tested) according to a specially developed program with a real start-up of them, provided that this
    will not entail a shutdown of technological equipment or the entire production process. During testing on the first and last sprinklers, the water pressure and irrigation intensity should be checked.

    Testing should be carried out for a duration of 1.5-2 minutes with the inclusion of serviceable drainage devices.

    According to the results of testing, an act or protocol must be drawn up, and the fact of testing itself is recorded in the "Journal of maintenance and repair of the fire extinguishing installation".

    5.1.7. Checking the operation of the AUVP or certain types of equipment should be carried out during the withdrawal for repair, maintenance of the protected premises and the technological installation.

    5.1.8. For storing spare equipment, equipment parts, as well as fixtures,
    tools, materials, devices necessary for the control and organization of repair work of the AUVP, a special room should be allocated.

    5.1.9. The technical capabilities of the AUWP should be included in operational plan extinguishing a fire

    5.1.10. Personnel servicing AUVP compressors and pneumatic tanks must be trained and certified in accordance with the requirements of the Gosgortekhnadzor rules.

    5.1.11. The person responsible for the operation of the technological equipment of the fire extinguishing installation must organize training sessions with the personnel assigned to control the operation and maintenance of this equipment.

    5.1.12. In the premises of the AUVP pumping station, the following should be posted: instructions on how to turn on the pumps and open valves, as well as schematic and technological diagrams.

    5.2. Technical requirements for AUVP

    5.2.1. Entrances to the building (premises) of the pumping station and fire extinguishing installation, as well as approaches to pumps, pneumatic tank, compressor, control units, pressure gauges and other equipment of the fire extinguishing installation, must always be free.

    5.2.2. At the existing fire extinguishing installation, they must be sealed in the working
    position:

    hatches of reservoirs and containers for storing water supplies;

    control units, gate valves and manual actuation valves;

    pressure switch;

    drain valves.

    5.2.3. After the fire extinguishing installation has been triggered, its performance should be fully restored not after 24 hours.

    Main guidance document when developing measures for the operation of APPZ installations are: PPB RB 1.02-94 "Industrial safety rules for the operation of technical fire protection equipment".

    To the list organizational measures first of all, it includes the development of documentation at the protected object that determines the procedure for operating the APPZ facilities, the functional responsibilities of the maintenance and operational personnel, as well as the organization of control over their implementation. The set of organizational measures also includes the development and maintenance of operational documentation for the APPZ funds.

    By order of the head of the facility, the following must be appointed:

    The person responsible for the operation of the UAN is obliged to ensure:

    maintaining the UPA in working condition - performing maintenance daily, weekly, monthly, 1 time in 3 months, 1 time in half a year, 1 time per year, 1 time in 3.5 years;

    training of service and operational personnel and systematic control over the development and maintenance of operational documentation;

    General Rules for Technical Content

    The operating conditions of automatic water and foam fire extinguishing installations must meet the requirements of GOST 12.4.009--83, PPB of the Republic of Belarus during the operation of technical fire protection equipment, technical specifications for equipment. During the operation of the installations, they monitor the presence required pressure water in the main water supply systems. as well as for the presence of a standard stock of a foam concentrate or a foam concentrate solution in the spare tanks of foam fire extinguishing installations.

    In the premises of the oil storage, the air temperature should be at least 5°C and not more than 20°C.

    The floors, stairs and platforms of the station premises of fire extinguishing installations should be kept clean and in good condition. The keys to the station room must be kept by the staff on duty.

    When caring for automatic water feeders, it is necessary to monitor the level and cleanliness of the water in the water tank or hydraulic tank.

    In areas with a harsh climate, the presence and condition of heating water and hydropneumatic tanks are monitored.

    In hydropneumatic installations, the air pressure in the system and the water level are monitored. When starting the compressor, you must first make sure that it is in good condition. During compressor trials, special attention is paid to the temperature of the lubricating oil, bearings and other rubbing joints.

    Due to the high corrosiveness of some types of foaming agents, additional monitoring of the good condition requires a device for preparing a foaming solution.

    After testing the performance, go after extinguishing the fire, the dosing devices of foam fire extinguishing installations are thoroughly washed with clean water.

    During operation, the control panel is constantly inspected (the state of the relay, starters, inputs, buttons, switches). unarmoured cables. introduced into small-sized shields, are protected from mechanical damage from below. The serviceability of light and sound signaling about the presence of voltage on the feeders and the disappearance of voltage on the control and signal circuit boards is being monitored.

    Starting devices of fire extinguishing installations are sealed and protected from accidental start-up and mechanical damage.

    At each control unit, signs are posted indicating the name of the protected premises, the type and number of sprinklers in the section.

    It is not allowed: the use of pipes of fire extinguishing installations for suspension or fastening of any equipment: connection of production equipment and sanitary appliances to supply pipelines; installation of shut-off valves and flanged connections on supply and distribution pipelines, as well as the use of internal fire hydrants installed on the sprinkler network for purposes other than extinguishing fires. Sprinklers of fire extinguishing installations must be kept clean.

    As the main water feeder, water pipes are used, which provide the water flow and pressure necessary for fire extinguishing, as well as booster pumps. If there is insufficient pressure in the water supply system used to power the sprinkler installation, then booster pumps are provided. At least two pumps are installed in the pumping station - working and standby.

    The power supply of the pump motors is provided from two independent sources. If there is only one power supply, then the standby pump is driven by an internal combustion engine. switched on manually. The electric control of the pumping station is carried out in such a way that it is possible to manually turn on the pump motors from the pumping station room. Remote start is allowed using buttons installed in the fire station and near the internal fire hydrants.

    The pumping station room is provided with telephone communication with the control room and emergency lighting. At the entrance to the premises of the pumping station, a sign is hung out and a light panel "Fire extinguishing station" is installed. In the premises of the pumping station, a piping diagram of the pumping station and a schematic diagram of the installation are hung out. The room is kept permanently locked, the keys are kept by the staff on duty.

    Volumetric automatic fire extinguishing installations having an electrical part and designed to protect premises with people staying in them are allowed to be put into operation if they include: a device for switching automatic start to manual with the issuance of a corresponding signal to the premises of the personnel on duty; sound and light fire alarms.

    A light warning signal in the form of an inscription on the light panels "Foam - go away" and an audible warning signal should be issued simultaneously within the protected premises.

    At the same time, a light signal “Foam - do not enter” should appear at the entrance to the protected premises, and a corresponding signal with information about the supply of fire extinguishing agent should appear in the premises of the duty personnel.

    Automatic fire extinguishing installations, the design of which provides for the presence of a backup manual start, must be operated in automatic mode.

    Devices for manual start-up of volumetric (except local) fire extinguishing installations should be located outside the protected room at emergency exits with free access to them.

    Devices for manual start-up of local fire extinguishing installations should be located outside the possible combustion zone at a safe distance from it. In this case, it should be possible to remotely turn on the installation outside the protected room.

    Maintenance water and foam fire extinguishing installations

    The operability of installations depends on the quality of their operation, especially on the correct maintenance. Maintenance of water installations includes a number of activities carried out daily, weekly, monthly, once every 3 months, once every 6 months, annually, once every 3 years and once every 3.5 years.

    Daily maintenance includes the following operations: a) checking the cleanliness and order in the premises of the fire extinguishing station; b) control of the water level in the tank with the help of control and measuring devices; c) external inspection of the impulse device or pneumatic tank and control of the water level and air pressure (when the pressure drops by 0.05 MPa (0.5 kgf/cm2), air must be pumped in); d) checking the voltage at the power inputs; e) external inspection of the control units and control of pressure above and below the valve (by pressure gauges); f) control of access to control units and manual start-up valves, as well as control over compliance with the minimum distances from sprinklers to stored materials (which should be at least 0.9 m).

    The weekly maintenance includes all the daily maintenance work and the following operations:

    a) control of pumps of fire extinguishing stations: starting pumps at 10, checking the serviceability of control and measuring instruments (gearboxes) and the tightness of fittings and connections, resuming the supply of lubricant in oilers, testing the compressor at idle, checking the automatic switching on of pumps with switching power from the working input to the backup ;

    b) checking control units (cleaning taps with a small opening, checking the operation of control units);

    c) checking the availability of spare sprinklers in the control cabinet:

    d) control of the pipeline system (inspection to detect and eliminate leaks, check the condition of fastenings and painting of pipelines, tightness of shut-off valves, testing of manual valves);

    e) cleaning sprinklers and stimulators from dust in dusty rooms.

    Monthly maintenance includes the following:

    a) weekly maintenance activities:

    b) cleaning the surface of pipelines from dust and dirt:

    c) replenishment of reservoirs with water when the level drops below the calculated mark:

    d) tightening nuts on flanged connections of pump nozzles with pipelines and foundation bolts and other preventive work:

    e) checking the serviceability of the pressure gauges of the pneumatic tank by comparing with the control pressure gauge;

    f) checking the operability of the installation in manual and automatic modes (if there are no specially trained personnel at the facilities).

    MOT carried out every 3 months. includes:

    a) carrying out activities for monthly maintenance;

    b) checking internal fire hydrants located on the sprinkler network (by opening them);

    The annual maintenance includes the following works: a) checkpoint metrological check; b) control of the equipment of the fire extinguishing station (inspection and cleaning of the pneumatic tank at the stand; painting the outer surface of the impulse device of the pneumatic tank; cleaning, inspection and repair of the compressor and fittings; cleaning, repair and painting of the inner and outer surfaces of the tank for filling pumps: testing for tightness of check valves and valves); c) measurement of operating resistance and cleaning and repair of control units with the replacement of defective parts, rubber diaphragms and gaskets; d) bulkhead seals of all valves; e) flushing of pipelines and change of water in the installation and tank. The insulation resistance of electrical circuits is measured every 3

    The specificity of the operation of foam fire extinguishing installations (FSF) is determined by the presence of a foaming agent or a foaming solution in the tanks of the installation, the design of the dosing device and the foam generator (sprinkler). The quality of foaming agents and foaming solutions filled into the SCP is checked at least once a quarter in accordance with the "Instructions for the use, storage, transportation and quality control of foaming agents"). Foam concentrates are considered unsuitable if their values ​​are 20% below the standard. Defective blowing agents are written off and used either for educational purposes or as wetting additives to water. If the foaming solution or foaming agent is stored in a reinforced concrete tank, then at least once every 3 years the waterproofing layer of the tank is checked and, if necessary, repaired to prevent leakage of the fire extinguishing agent. During the operation of the soft starter, special attention should be paid to the state of foam generators (in particular, mesh ones), tanks with a foam concentrate and communications for its supply due to the fact that some components of foam concentrates tend to crystallize, as a result of which the flow sections of pipes, nozzles, faucets may be clogged. During the operation of the equipment for protecting tanks with flammable liquids, the condition of the sensors for detecting fire (sprinklers or detectors TRV-2) installed in the upper part of the tank, and the foam chamber (especially its sealing shutter) are also checked.

    After the operation of the soft starter, its communications, the elements are washed with water. Periodic maintenance of foam fire extinguishing installations is carried out in the same sequence as for water fire extinguishing installations. With the exception of following works performed monthly: in the containers where the foaming agent or its solution is stored, they check the safety of the seals on the inspection hatches: if the seals are torn off, the foaming agent or solution is sent for analysis, and the hatches are sealed again; include on a short time dosing devices (for washing with clean water); pumps mix the foaming solution or foaming agent. Once every 3 years, selectively check the performance of the soft starter.

    The procedure for receiving duty

    The incoming employee from among the staff on duty is obliged to arrive 15 minutes before the start of duty to the person responsible for the operation of the APPZ facilities for briefing.

    Shifting duty personnel are obliged to: put in order workplace: fill out the log of acceptance and delivery of duty, review the equipment together with the interceding duty officer.

    In the course of taking duty, an employee from among the operational personnel is obliged to accept official and technical documentation.

    Check the operability of telephone communication with the Ministry of Emergency Situations, other services of the facility.

    In case of malfunctions, make a note in the log of malfunctions, and inform the person responsible for operation, take corrective measures.

    Report the change of duty and malfunctions to the responsible for the operation of the CPS.

    Actions of operational personnel in case of operation of control equipment.

    During duty, operational personnel are obliged to monitor the technical condition of the UPA.

    General provisions

    The procedure for the operation and maintenance of automatic fire extinguishing systems (installations) (AUP) is regulated by GOST, SNiP, PPB, departmental norms and rules, and technical operational documentation for installations.
    Responsibility for the organization of the operation of the AFS is assigned to the managers of facilities that are protected by fire automatics.
    For each AUP, an order or order for the enterprise (organization) should be issued, appointing:
    — the person responsible for the operation of the facility;
    — operational (on-duty) personnel for round-the-clock monitoring of the operational state of the installations.

    For each AMS for persons responsible for the operation of the installation, and for the personnel servicing this installation, operating instructions should be developed taking into account the specifics of the protected premises, approved by the management of the enterprise and agreed with the organization performing maintenance and R AUP.
    The person responsible for the operation of the AFS must promptly inform the local authorities of the State Fire Service about failures and operation of the installations.
    Operational (on-duty) personnel must have and fill out the “Installation Fault Log”.
    An enterprise that carries out maintenance and repair of automatic fire protection systems must have a license for installation, adjustment, repair and maintenance of equipment and fire protection systems.
    It is allowed to carry out maintenance and repair by specialists of the facility who have the appropriate qualifications. At the same time, the procedure for carrying out maintenance and repair work must comply with the VNIIPO Methodological Recommendations.

    Restoration of the operability of the AFS or ASPS after its operation or failure should not exceed:
    - for Moscow, St. Petersburg, administrative centers of autonomous entities within the Russian Federation - 6 hours;
    - for other cities and towns - 18 hours.

    Between the operating organization and the enterprise carrying out maintenance and repair, an "Agreement for the maintenance and repair of automatic fire extinguishing installations" must be concluded and valid.
    In the control room there should be an instruction on the procedure for the dispatcher on duty when receiving alarm signals.
    The adoption of AUP for maintenance and repair should be preceded by an initial inspection of the installation in order to determine its technical condition.
    The primary examination of the AMS should be carried out by a commission, which includes a representative of the GPN bodies.
    Based on the results of the inspection of the automatic fire extinguishing system, an “Act of the initial inspection of automatic fire extinguishing installations” and an “Act for the work performed on the initial inspection of automatic fire extinguishing installations” should be drawn up.

    For an installation accepted for maintenance and repair, after the conclusion of the contract, the following must be completed:
    - passport of automatic fire extinguishing installation;
    - a log of registration of maintenance and repair of automatic fire extinguishing installations. It should record all maintenance and repair work, including quality control. One copy of this log should be kept by the person responsible for the operation of the installation, the second - in the organization performing maintenance and repair. The log should also indicate the safety briefing of the personnel carrying out maintenance and repair, responsible for the operation of the installation. The pages of the magazine must be numbered, laced and sealed with the seals of organizations serving the AUP and carrying out maintenance and repair;
    — Maintenance and repair schedule. The procedure for maintenance and repair of AUP, as well as the deadline for eliminating failures, installations must comply with the VNIIPO Methodological Recommendations. The list and frequency of maintenance work must comply with the standard regulations for the maintenance of AUP;

    - technical requirements that determine the performance parameters of the AUP.

    All necessary documentation for the AFS (or photocopies) must be kept by the person responsible for the operation of the AFS.
    During an external inspection of the AFS and the premises protected by it, it is necessary to check compliance with the project:
    — characteristics of the protected space and its combustible load;
    - modifications of sprinklers of fire extinguishing installations, the method of their installation and placement;
    - cleanliness of sprinklers;
    - pipelines of installations (it is not allowed to use pipelines of fire extinguishing installations for suspension, attachment, connection of equipment that is not related to AUP);
    - light and sound alarm located in the control room;
    - telephone communication of the control center with the fire department of the enterprise or settlement.

    Features of checking fire extinguishing installations

    Checking water and foam fire extinguishing installations

    When conducting a survey of the technical condition of water and foam fire extinguishing installations, it is necessary to be guided by GOST R 50680, GOST R 50800, NPB 88-2001 and the requirements of the VNIIPO Methodological Recommendations.
    During the inspection of water and foam fire extinguishing installations, the following should be checked:
    1. Condition of sprinklers (in places where there is a risk of mechanical damage, sprinklers must be protected by reliable fences that do not affect the irrigation map and the distribution of heat flows).
    2. Standard sizes of sprinklers (within each distribution pipeline (one section), sprinklers with outlets of the same diameter should be installed).
    3. Maintenance of sprinklers (should be constantly kept clean; during the period of repair work in the protected room, the sprinklers should be protected from getting plaster, paint and whitewash on them; after the repair of the room, the protective devices should be removed).
    4. Availability of a stock of sprinklers (should be at least 10% for each type of sprinklers installed on distribution pipelines, for their timely replacement during operation).
    5. Protective coating of pipelines (in rooms with a chemically active or aggressive environment, they must be protected with acid-resistant paint).
    6. Availability of a functional diagram of the piping of control units (each node should have a functional diagram of the piping, and in each direction - a plate indicating the operating pressures, protected premises, mud and the number of sprinklers in each section of the system, the position (state) of the locking elements in the duty mode).
    7. Availability of emergency water storage tanks for firefighting purposes of devices that exclude water consumption for other needs.
    8. Availability of reserve stock of foam concentrate (100% reserve stock of foam concentrate must be provided).
    9. Providing the premises of the pumping station with telephone communication with the control room.
    10. The presence at the entrance to the premises of the pumping station of the sign "Fire extinguishing station" and a constantly functioning light panel with a similar inscription.
    11. The presence of clearly and accurately executed schemes of piping of the pumping station and a concept diagram of the fire extinguishing installation posted in the premises of the pumping station. All indicating measuring instruments must have inscriptions on working pressures and the permissible limits of their measurements.
    12. Installation testing period (testing of water and foam fire extinguishing installations during their operation should be carried out at least once every 5 years).

    During the operation of the AUP, it is prohibited:
    - install plugs and plugs instead of opened or faulty sprinklers, as well as install sprinklers with a lock melting temperature other than that provided for by the project documentation;
    - store materials at a distance of less than 0.6 m from sprinklers;
    - use pipelines of fire extinguishing installations for suspension or fastening of any equipment;
    - connect industrial or sanitary equipment to the supply pipelines of the fire extinguishing installation;
    - install shut-off valves and flange connections on supply and distribution pipelines;
    - use internal fire hydrants installed on the sprinkler network for other purposes than extinguishing a fire;
    — use compressors for purposes other than ensuring the operability of the installation.

    Features of checking gas fire extinguishing installations

    In the process of control of the UGP during operation, it is necessary to:
    – conduct an external inspection of the components of the installation for the absence of mechanical damage, dirt, fastening strength, the presence of seals;
    - check the working position of the shut-off valves in the incentive network and starting cylinders;
    - check the main and backup power supply, check the automatic switching of power from the working input to the backup one;
    - control the amount of fire extinguishers by weighing or controlling pressure (for centralized gas fired units - the main and reserve quantity of fire extinguishing agents, for modular gas fired units - the amount of fire extinguishing agents and the availability of its stock);
    - check the operability of the components of the installation (technological part, electrical part);
    - check the operability of the installation in manual (remote) and automatic modes;
    - check the availability of metrological verification of instrumentation;
    - measure the resistance of protective and working grounding;
    - measure the insulation resistance of electrical circuits;
    - check the availability and validity of the technical examination of the components of the UGP, working under pressure.

    The control and testing of the UGP should be carried out without the release of a fire extinguishing composition according to the methods set forth in GOST R 50969.
    The control of the mass (pressure) of the GOS, the control of the gas pressure in the incentive cylinders must be carried out within the time limits established by the TD for the UGP, with a note in the log. The requirements for GOS and propellant gas used for refueling (pumping) UGP should be the same as for the initial refueling.
    Fire extinguishing stations must be equipped and maintained in a condition consistent with design decisions.
    If during the operation of the UGP its operation or failure occurred, the operability of the UGP should be restored (refueling with GOS, propellant gas, replacement of modules, squibs in launch cylinders, switchgear, etc.) within the established time limits and appropriate entries in the journal .
    In the case of using the GOS from the stock of the UGP, it must be restored simultaneously with the restoration of the efficiency of the UGP.

    Features of checking aerosol fire extinguishing installations

    When examining objects protected by AFS, it is necessary to control compliance with a number of regulatory requirements.
    The requirements of the maintenance schedule for the examined AAP must not be lower than the requirements of the "Typical maintenance schedule for aerosol fire extinguishing installations".
    If mechanical damage is possible at the installation site of the GOA, then they must be protected.
    GOA installation sites and their orientation in space must comply with the project.
    GOA must have seals or other devices confirming their integrity.
    The combustible load of the room protected by the AAP, its leakage and geometric dimensions must comply with the project.
    Combustible materials should not be located on the surface of the GOA and in the zone of influence of a high-temperature aerosol jet.
    Electric wires intended for supplying an electrical impulse to the GOA launcher must be laid and protected from thermal and other influences in accordance with the project.
    The stock of GOA must correspond to the project.
    Light and sound alarms must be in good working order in the protected room and in the room on duty.
    There should be instructions for the maintenance personnel located in the protected room on the actions to be taken when the aerosol fire extinguishing installation is triggered.

    Features of checking modular installations of powder fire extinguishing.

    The State Fire Service bodies check the availability of entries in the register of maintenance and current repairs of the MAUPT in accordance with the regulations and check the maintenance of the pressure vessel passport (if necessary, in accordance with PB 10-115).

    Additionally, representatives of the State Border Service conduct an external inspection of the MAUPT:
    - the presence of factory seals;
    — the presence of a displacing gas;
    — the presence of safety devices, according to the documentation for the module;
    - the presence of the module marking, as well as the compliance of the fire extinguishing powder brand with the fire classes in the room;
    - the presence of devices from the spontaneous launch of the MAUPT;
    - the state of the linear part of the signaling loop;
    - compliance with the laid electrical wiring, installed detectors. appliances, boxes, etc. project documentation.

    AUP maintenance after commissioning, it should be carried out in the amount and terms established by special schedules, in accordance with the technical documentation for its elements, but at least once a quarter.

    The fire extinguishing installation after the replacement of equipment, repair must undergo 72 hours of control in the operating mode (measures should be provided to exclude the supply of fire extinguishing agents).

    It is necessary to observe the rules for storage, transportation and disposal of the plant elements specified in the operational documents for these elements.

    In the protected premises, there should be instructions on the actions of the people working in them in the event of an installation being triggered.

    During the period of repair work in the protected premises sprinklers (sprayers, nozzles, thermal locks, fire detectors, elements of a cable incentive system) must be protected from getting plaster, paint, whitewash, etc. on them. After the renovation of the premises, the devices that provided protection must be removed.

    Faulty sprinklers and nozzles should be replaced with similar products (for example, from the spare parts kit), while maintaining their orientation in space in accordance with the project for the installation. It is not allowed to install plugs or plugs to replace faulty sprinklers or nozzles. It is not allowed to clutter up the space in front of sprinklers (nozzles) with equipment, lighting fixtures etc. During maintenance, it is necessary to periodically flush (purge) pipelines to remove dirt and rust, as well as test pipelines for strength and tightness.

    It is forbidden:

      - use the pipelines of the installation for suspension or fastening of any equipment;

      - connect production equipment and sanitary appliances to the supply (distribution) pipelines of the installation, install shut-off valves on them (except for those provided for by the project);

      - use internal fire hydrants for other purposes than extinguishing fires.

    When performing restoration work coatings elements of the installation must comply with the identification colors established by the project.

    During the operation of the installation volumetric fire extinguishing, the type of fire load, the size and placement of open openings in the protected premises must comply with the project. Measures should be taken to eliminate technologically unjustified openings, control the performance of door closers, etc. The premises, if necessary, must have serviceable devices (or permanently open openings) to relieve pressure. Changes in the characteristics of the premises that were used as initial data in the design of the AFS (changes in the type of fire load, the size and placement of permanently open openings, etc.) should be agreed with the organization-developer of the AFS.

    fire station must be provided with a direct telephone connection with the premises of the pumping station (gas fire extinguishing station), as well as city telephone communications, serviceable electric lights.

    Periodically, the operability of the light and sound signaling of the operation of the fire extinguishing installation and its malfunction should be checked. At the fire station, round-the-clock and constant duty of personnel should be organized. The actions of the duty personnel upon receipt of signals are specified in the instructions.
