As a methodologist and the managerial, I am very pleased with the fact that most school librarians today share my point of view regarding the need to modernize educational institutions library. In accordance with the latest thesis of the seminar "Professional competence of a library specialist: the paths and means of forming" librarians formulated an order for the methodologists of our center (MITC) for further work on the formation of their professional competencies.

Each of the four groups who worked at the seminar formulated an order for the formation of competencies proposed by the methodologies: information and communication, software-projection, analytical and psychological and communicatives.

Planning joint activities, we have determined somewhat different than before, approaches: it is necessary to design work not in the main directions, as we used to do it, but to use it is a competence approach.. With this situation, we will work on a qualitative result and social order without inventing artificial activity for yourself. Here on the same principle we offered school librarians to plan and their work. Today, by organizing any activity of the library oriented on readers (users), it is necessary first of all to understand what competence we are going to form in them, and only then you should think through the effective forms and methods so that these competence really have been formed. Planning focused only in activities, qualitative results does not give. Because we very rarely thought and think about the fact that or another event is actually scheduled. Hence the unquidental children, and the inability of the guys work with information. The planning chain can be determined as follows: the shortage of competencies (which form?) - Objective (why form?) - Form, method, technology (how to form?) - Estimated result (what do you get?).

But here you need to clearly understand that only a competent librarian can form and develop a competent reader. (user). In another way, in principle, can not be. Hence the question: What does a specialist who do not have the necessary professional and creative competencies do in the school library? What and how such a specialist can form students and teachers? It is just a painful point in improving the quality of education, this is a very relevant problem of personnel policy. It must be solved here and now, the competition of our time will choose from the climate of the weak, not ready to work in another "format" of people. Today, everyone works in his place until above all over himself, and then for a common cause. No matter how paradoxically sounds, but this is a fact, and it must be considered.

However, let us return to the order of librarians formed for the methodological service at the seminar.

Due to the resources of our center we will be able to fully satisfy this order, as we have sufficient personnel, information and material and technical potential.

When we focus the heads of schools on the formation of centers (based on the school library), we show as a model of the work of the city center. I know exactly what the entire resource base of the school (cities) should be formed in a single structure, with a single understanding of the goals and objectives, a single control, a combined intellectual resource, focusing equipment and equipment, a single documentary fund (including unpublished), general financing. Each participant of the educational process should know that the school has a place (center), where he can always get necessary information, high-quality service, the necessary products of library, pedagogical, methodological and technical production. Ensure this activity is capable of only a powerful resource of the center of the educational institution. And we, librarians, are the main personnel potential (always considered and believe that it was the librarians that are the main specialists at school on working with an information array). Today, how ever our profession is in demand in society, it is only necessary to see your niche, "shifting" the already known activities on new technologies, bring it to another, modern level, and then the result will be invaluable.
