Planning of measures in all areas of security is carried out on the basis of analyzing the situation and predicting possible threats, taking into account regulatory requirements.
In the educational institution, in accordance with the instructions of the educational authorities, possible actions of criminals, riots, manifestations of extremism, explosions, arson, fires, the use of poisonous substances, the taking of hostages, the actions of terrorists, including suicide bombers, should be predicted. In this regard, in the plans and safety data sheets, it is desirable to reflect the possible quantitative indicators of damage from these actions, the characteristics and sizes of possible affected areas, the degree of harmful effects on human life and health. You should also indicate data on disadvantaged groups of adolescents in the educational institution or the adjacent microdistrict, their leaders, facts of vandalism, threats, extortion among students, and other possible illegal actions.
For each situation under consideration, in accordance with the recommendations of the Ministry of Emergency Situations, the Ministry of Internal Affairs and the FSB of Russia, response actions of the OS personnel are planned, emergency services and teams for the elimination of accidents, emergencies and their consequences. These actions should be planned taking into account the real limited capabilities of the OS staff, their competence; they should not substitute for the actions of law enforcement officers. Of course, such work is beyond the power of an ordinary teacher without the involvement of specialists or (at least) the use of a methodological manual on this topic.
To increase the stability of the educational process and the security of the educational institution, when developing its own structures, technologies and safety plans, it is necessary to anticipate and take into account the maximum number of really widespread dangers. Then many incidents will not occur or their impact will be minimized. For example, a redundant power supply will keep your databases and alarms safe in the event of a power outage. An inexpensive Volga car will better protect a person in an accident than dozens of more expensive models. Several fire extinguishers and security and fire alarm, the duty of parents and teachers will reduce the likelihood of accidents in the OS building.
By the letter of the Ministry of Education and Science of the Russian Federation No. 03-1572 dated 30.08.05 "On ensuring safety in educational institutions" (Appendix 1), all OSs are instructed to develop a "Comprehensive OS security plan for 2006-2010", which systematically includes measures to strengthen internal regulations training students and staff on anti-terrorist security and the opposite fire safety... One of the objectives of this manual is to help the staff of the institution in drawing up such plans.
With this letter, the Ministry of Education and Science of the Russian Federation states the need to combine a number of previously disparate areas of OS security into a single long-term document - the Comprehensive Security Plan. This is expedient and timely, as it reduces the number of all kinds of plans. Comprehensiveness is also ensured by the fact that in many educational institutions, workers who are professionally responsible for safety have finally begun to appear (vice-rector, deputy or assistant to the head of the educational institution for security).

In accordance with the peculiarities of each OS, it is allowed to change the structure, sections and points of the plan being drawn up. It seems that the OS should have a single comprehensive safety plan with the inclusion of sections on civil defense, electrical safety, fire, transport and other types of safety.
Having a lot of recommended sections and points of the plan does not mean at all that the plan will be excessively cumbersome. If any item has been completed earlier, there is no need to include it in the text of the plan. Therefore, the plan can be significantly less extensive than the recommendations above. The main thing is that the planned event should be real, meeting security needs, have a specific executor and a date of performance. It is not necessary to list in the plan the usual functions and tasks of the educational institution, which are solved on a daily basis in the working order. Otherwise, the plan will turn into a bureaucratic answer.
It is desirable that the plan be discussed in the team and posted in the security corner. Each performer will see his role in the common cause and feel public attention to his work. This simple method allows you to breathe life into the planning process, increase the psychological significance of this process, and strengthen control over execution.
Do not forget to file copies of the plan or its sections in the appropriate folders provided for by the OS safety nomenclature. Besides maintaining necessary order in business, this contributes to the benevolent attitude of the examiners.

INTRODUCTION
The theme of the project is very relevant at the present time, because ensuring the safety of students and staff is the main task of the administration of any educational institution. Especially now, when this issue is especially acute. Now, in the period of activity of terrorist organizations, extremist actions and, of course, in the period of increasing cases of banditry, hooliganism and inappropriate behavior among both children and adults, we must take especially seriously the security of an educational institution.
We must pay particular attention to safety during the preparation and conduct of public events, which are always very common in any school. And it is during these events that, as a rule, all emergencies occur.
A plan for ensuring the safety of an educational institution during mass events is drawn up no later than a month before the event, and is approved by the person responsible for the safety of the educational institution (deputy director (for security)) and the person responsible for holding mass event(Deputy Director for BP). Approved by the head of the educational institution.
When carrying out any mass events, the security post is reinforced by the police officers, private security companies and the school administration. Taking into account the location of the educational organization in the centers of interethnic and social tension, it becomes necessary and expedient to increase the number of security personnel for a given period to at least three people, in order to implement the possibility of a quick response to an emergency situation.
Before you start preparing for a mass event in an educational institution, it is necessary to determine the goals and objectives that should be solved. In this case, we are interested in ensuring the safety of students and employees of an educational institution during the event.
Ensuring security, in turn, implies, first of all, preventing emergencies and terrorist acts during a mass event in an educational institution.
In order to ensure safety during a mass event, the administration of an educational institution must develop and implement a Comprehensive Plan for the preparation and conduct of a mass event in an educational institution.
The question arises, why is this a "comprehensive" plan? Because we must carry out all measures to ensure security in a complex, in no way separating anti-terrorist security from fire, information security from epidemiological security, etc. Only when comprehensive security is ensured, it will be possible to say that students and employees of an educational institution are completely safe and their lives are not in danger.
PRACTICAL MEASURES
FOR THE PREVENTION OF ACTS OF TERRORISM AND EMERGENCIES IN THE EDUCATIONAL INSTITUTION AND ON ITS TERRITORY
In an educational institution, before and during a mass event, it is necessary to take enhanced security measures to prevent sabotage and terrorist acts:
1 . Deputy Director of the School for Administrative and Economic Affairs (AHP) keep in order basements and utility rooms, exits to the roof and emergency exits from the building of the institution, which must be closed and sealed. CONCLUSION
I gave an example of a Comprehensive Plan for the preparation and holding of New Year's events, I tried to show how much and laborious work is being done at the school in order to ensure safety. Absolutely all members of the school team are involved in this work.
If necessary, the school administration can apply to the OMVD authorities to obtain police assistance in ensuring security during mass events. Law enforcement agencies can develop their own plans for ensuring the safety of public events and bring them to the attention of the leadership of the educational institution. In this case, a plan to ensure the safety of an educational institution in the preparation and conduct of a mass event is drawn up taking into account the plans of the internal affairs bodies.
In preparation for holding mass events and before their direct holding, educational and inspection activities are reflected in the current safety documents: briefings - in the briefing log; training - in the magazine training evacuations; checks - in the journal "On the operational situation and the measures taken."

1. Organization of anti-terrorist and other measures to ensure security in an educational institution
The integrated security system implies the state of protection of the educational institution from real and predicted threats of social, man-made and natural character ensuring its safe operation. Therefore, there is no more important task for an educational institution than providing safe environment conducting the educational process, which presuppose guarantees of preserving the life and health of students.
Security is understood as systematic systematic work across the entire spectrum of areas - organizational, informational, campaigning, and training.
Ensuring the security of an educational institution is the primary responsibility of the Deputy Director for Security.
The Deputy Director for Security is responsible for:
· For the organization of work to ensure the safety of the educational process;
· For ensuring control over compliance with the requirements of local regulatory legal acts on safety;
· For the timely provision to students and staff of operational information on security and decisions and measures taken in an educational institution;
· For methodical and innovative work to improve integrated security.
Integrated security of an educational institution is a set of measures and activities of an educational institution, carried out in cooperation with local authorities, law enforcement agencies, other support services and public organizations, ensuring its safe functioning, as well as the readiness of employees and students to take rational action in emergency situations.
1. 1 Complex security educational institutions
Work on anti-terrorist security and countering terrorism and extremism
This work includes:
· Holding meetings, briefings and planning meetings on countering terrorism and extremism;
· Continuous monitoring of the implementation of security measures;
· Organization of interaction with law enforcement agencies and other services, with the parental community.
The basis for the implementation of measures to ensure the anti-terrorist security of the institution, counter terrorism and extremism is the order of the director.
The organization of countering terrorism is regulated by the main legislative acts and other regulatory legal documents:

Fire safety
The basic concept and requirements for fire safety are defined and formulated in Federal law RF of December 21, 1994 No. 63-FZ "On Fire Safety", Federal Law of the Russian Federation of 11.07.2008 No. 123-FZ "Technical Regulations on Fire Safety Requirements" and Decree of the President of the Russian Federation of September 21, 2002 No. 1011 "Questions Ministry of the Russian Federation for civil defense, emergencies and elimination of consequences of natural disasters ”.
Fire safety includes:
· Observance of regulatory legal acts, rules and requirements of fire safety, as well as carrying out fire-prevention measures;
· Provision of educational institutions with primary fire extinguishing equipment in accordance with the standards established by the Fire Safety Rules in the Russian Federation (PPB 01-03);

Requirements for electrical networks and wiring accessories

It is prohibited to install non-standard (home-made) electric heating devices, overhead power lines and external electrical wiring laid on the territory of an educational institution in violation of the requirements of the PUE.
Civil defense and emergencies
The increase in the scale of technogenic activity of modern society, the increase in the frequency of manifestation of the destructive forces of nature have greatly exacerbated the problems associated with ensuring the safety of the population, preserving the economic potential and the environment in the event of emergencies.
Analysis of the causes of population losses from the consequences of accidents, catastrophes and natural disasters leads to the conclusion that more than 80% of emergencies are associated with human activities and occurs due to a low level of professional training, irresponsibility and inability to correctly determine their behavior in emergency situations ...
A systematic study of the most probable emergencies, their characteristics and possible consequences, teaching behavior in such conditions is designed to prepare a person for the choice correct decision to get out of an emergency with the least loss. Such training should be continuous at all stages of a person's life.
So in our institution, planned work is carried out on civil defense and emergency situations, as well as training of pupils and employees of the educational institution on civil defense and emergency situations. The director of the State Educational Institution of Higher Professional Education "Karpinsky Orphanage", the Deputy Director for AHP, the OT engineer and the OT commissioner are trained at the Educational and Methodological Center of the Sverdlovsk Regional Organization of the VEO of Russia.
The institution has created a "Corner of Civil Defense", which:
· Will help people to understand the warning signals, the order of actions in case of emergencies, both in peacetime and in wartime;
· Will provide information on those emergencies that may arise in the territory of the region, city (district), at its own or a neighboring facility;
· Familiarize with the methods and procedures for the protection of employees of an educational institution in the event of an emergency;
· Remind about the main methods of providing first aid to the injured;
· Will acquaint with the structure of civil defense, officials of the institution who are responsible for its activities, organize work on civil defense and emergency situations.
Teaching students the rules of safe living
Work on legal universal education is organized and carried out at all stages of education in an educational institution in order to form students' conscious and responsible attitude to the issues of personal safety and the safety of others.
For an educational institution, it should be a priority to form a sustainable personality development towards antisocial manifestations in society as a holistic approach and the basis of primary prevention in solving the problems of drug addiction and abuse of tobacco and alcohol.
Active preventive measures should be based on:
· The methodology for the formation of ideas about a healthy lifestyle in junior schoolchildren;
· The formation of the skills and abilities of minors of active psychological protection from being involved in antisocial activities, motives for refusing to "sample" tobacco and alcohol;
· Systematic training of teachers to work with minors to form sustainable development of the individual for antisocial manifestations in society.
Students are taught basic knowledge and skills on safety issues in the process of studying academic disciplines at the lessons of "The World Around", during object training, game activities on fire, road safety.
Training of students (in the form of briefings with registration in the journal of the established form) according to safety rules is carried out before the start of all types of activities:
· Training sessions;
· Engaging in socially useful labor;
· Excursions, hikes;
· Sports activities, competitions;
· Club activities and other, extracurricular and extracurricular activities.
The formation of a safety culture is based on:
· Programs of integrated training in the basics of safety;
· Academic subjects for the complex study of security problems (the world around, ecology, health);
· The personality of a teacher who has a culture of safety.
Safety culture is:
· Knowledge about safe life;
· Experience of safe living according to the model;
· Experience in creative solutions to security problems;
· Values and meanings of safe life;
· Experience of self-improvement of life safety.
The main task is to teach students to know and be able to act correctly, rationally in various emergency situations.
Based on all of the above, we can conclude that in the 21st century the only correct approach to solving security problems is an integrated, systematic approach. Speaking about the integrated safety of OS, we mean ensuring safety against all types of dangers and threats within the framework of a single strategy using a full set of forms and methods of countering them.
2. Naturalandantrumopogenicelectromagneticfields
A person in the process of life continuously interacts with the environment, with all the variety of factors that characterize the environment. Many environmental factors have a negative impact on human health and life. Degree negative impact is determined by the level of their energy, which is understood as a quantitative measure of various forms of motion of matter. Currently, the list of known forms of energy has expanded significantly: electrical, potential, kinetic, internal, rest, deformed body, gas mixture, nuclear reaction, electromagnetic field, etc.
All forms of energy are characterized by the regularity of their transformation into other forms. All phenomena are connected by the law of conservation of energy and the tendency to decrease the level of energy due to the transition to other forms. The decrease in energy level is associated with the release (leakage) of energy. Uncontrolled energy output generates negative factors in the environment. Energy sources are subdivided into natural and anthropogenic. Natural sources include lightning, eruptions, earthquakes, atmospheric phenomena (hurricanes, tornadoes, etc.) and others. Man-made sources are man-made. In the course of the scientific and technological revolution, sources appeared that provide very high levels of energy, the list of known forms of energy and their characteristics has significantly expanded.
The rapid growth in the power-to-labor ratio led to the flourishing of power engineering and the development of energy resources. Colossal energy systems have emerged in society, representing a set of energy sources and devices for its transmission and distribution. The concentration of energy sources in modern production, high energy levels, the use of previously unknown forms of energy determine the growing relevance and importance of the safety problem in modern production. High levels of the energy used, the variety of forms of energy have significantly increased the likelihood of uncontrolled energy release, the danger of negative factors affecting a person. This tendency can be characterized by the entropy of the energy source, meaning by entropy the probability of the system being in a given state: the higher the energy level of an object, the lower its entropy. In the absence of an energy source, the entropy of the object acquires a maximum value, and the highest probability the stay of the object in this state. The variety of forms of energy gives rise to a variety of factors in the human environment that affect his health.
2. 1 Dangerous production factors

Dangerous is a production factor, the impact of which on the worker in certain conditions leads to injury or other sharp deterioration in health. If a production factor leads to illness or a decrease in the ability to work, then it is considered harmful (GOST 12.0.002-80). Depending on the level and duration of exposure, a harmful production factor can become dangerous.
GOST 12.0.003-74 "Dangerous and harmful production factors. Classification" provides a classification of elements of working conditions that act as hazardous and harmful production factors.
They are divided into four groups: physical, chemical, biological and psychophysiological.
Physical hazardous and harmful production factors: moving machines, mechanisms, moving parts of production equipment, moving products (materials, workpieces), collapsing structures, crumbling rocks, increased or decreased surface temperature from equipment, materials; high or low air temperature working area; increased level of noise, vibration, ultrasound, infrasonic vibrations; high or low barometric pressure and its sharp change; elevated or low humidity, mobility, air ionization; increased level of ionizing radiation; increased voltage value in the electrical circuit; increased levels of static electricity; increased intensity of electric, magnetic fields; lack or lack of natural light; insufficient illumination of the working area; increased brightness of light; reduced contrast, direct and reflected gloss; increased pulsation of the luminous flux; increased levels of ultraviolet and infrared radiation; sharp edges, burrs and roughness on the surface of workpieces, tools and equipment; the location of the workplace at a considerable height relative to the ground (floor); weightlessness.
Chemical hazardous and harmful production factors by the nature of the impact on the human body are divided into toxic, irritating, sensitizing, carcinogenic, mutagenic, affecting reproductive function. According to the ways of penetration into the human body, they are divided into those penetrating into the respiratory system, gastrointestinal tract, skin and mucous membranes.
Biological hazardous and harmful production factors:
pathogenic microorganisms (bacteria, viruses, rickettsia, spirochetes, fungi) and their metabolic products, as well as microorganisms (plants and animals).
Psychophysiological dangerous and harmful production factors: physical (static and dynamic) and neuropsychic overload (mental overstrain, overstrain of analyzers, monotony of work, emotional overload).
One and the same dangerous and harmful production factor, by the nature of its action, can belong simultaneously to different groups.
2. 2 Anthropogenic sources
Anthropogenic sources are divided into 2 groups:
Sources of low frequency radiation (0 - 3 kHz).
This group includes all systems for the production, transmission and distribution of electricity (power lines, transformer substations, power plants, various cable systems), home and office electrical and electronic equipment, including PC monitors, electric vehicles, railway transport and its infrastructure, as well as metro, trolleybus and tram transport.
Already today, the electromagnetic field in 18-32% of the territory of cities is formed as a result of automobile traffic. Electromagnetic waves generated by the movement of vehicles interfere with television and radio reception, and can also have a harmful effect on the human body. Electric vehicles are a powerful source of magnetic fields in the range from 0 to 1000 Hz. Rail transport uses alternating current. City transport is permanent. The maximum values of the magnetic field induction in suburban electric transport reach 75 μT, the average values are about 20 μT. The average values for DC-driven vehicles are fixed at 29 μT. In trams, where the return wire is rails, the magnetic fields compensate each other at a much greater distance than in the trolleybus wires, and inside the trolleybus, the fluctuations of the magnetic field are small even during acceleration. But the biggest fluctuations in the magnetic field are in the subway. When the train departs, the magnetic field on the platform is 50-100 μT and more, exceeding the geomagnetic field. Even when the train disappeared in the tunnel long ago, the magnetic field does not return to its previous value. Only after the train has passed the next point of connection to the contact rail, the magnetic field will return to the old value. True, sometimes it does not have time: the next train is already approaching the platform and when it brakes, the magnetic field changes again. In the carriage itself, the magnetic field is even stronger - 150-200 μT, that is, ten times more than in a conventional electric train.
Sources of high frequency radiation (from 3 kHz to 300 GHz).
This group includes functional transmitters - sources of an electromagnetic field for the purpose of transmitting or receiving information. These are commercial transmitters (radio, television), radiotelephones (auto and radiotelephones, CB radio, amateur radio transmitters, industrial radiotelephones), directional radio communications (satellite radio communications, ground relay stations), navigation (air traffic, shipping, radio hotspots), locators (air communication, shipping, transport locators, air transport control). This also includes various technological equipment using microwave radiation, variable (50 Hz - 1 MHz) and pulsed fields, household equipment (microwave ovens), means of visual display of information on cathode ray tubes (PC monitors, televisions, etc.) ... For scientific research in medicine, ultra-high frequency currents are used. The electromagnetic fields arising from the use of such currents represent a certain occupational hazard, therefore, it is necessary to take protective measures against their effects on the body.
A review of existing sources of electromagnetic radiation has been made. Sources of electromagnetic radiation are subdivided into natural and anthropogenic. TO natural sources include: atmospheric electricity, radio emission from the Sun and galaxies (relict radiation uniformly distributed in the Universe), electric and magnetic fields of the Earth. Anthropogenic sources include: systems of production, transmission, distribution and consumption of electricity, constant and alternating current(power plants, power lines, transformer substations, power supply systems, household appliances), electric transport (railway transport and its infrastructure, urban transport - metro, trolleybuses, trams), functional transmitters (low frequency broadcasting stations (30 - 300 kHz), medium frequencies (0.3 - 3 MHz), high frequencies (3 - 30 MHz) and ultrahigh frequencies (30 - 300 MHz); television transmitters; base stations of mobile (including cellular) radio communication systems; ground space communication stations ; radio relay stations; radar stations.

4.
